Your Role as a Procurement Specialist:

Reporting to the Procurement Manager, the Procurement Specialist is tasked with planning and executing procurement activities for goods and services. This role involves managing the entire procurement process from award to order completion. The Specialist will negotiate with vendors and assess their operations to identify cost-effective solutions while ensuring quality and reliability. Responsibilities include reviewing proposals, negotiating pricing, selecting or recommending suppliers, analyzing market trends, and maintaining essential records. Additionally, the Specialist may prepare requests for proposals (RFPs) and bid packages, and handle negotiations regarding claims, rejections, and material returns.

Key Responsibilities:

  • Procure parts from suppliers to meet operational requirements;
  • Monitor orders placed with suppliers;
  • Address quality issues and ensure material availability;
  • Operate under general guidance within established processes for non-routine tasks;
  • Communicate effectively with contacts to clarify and interpret information;
  • Renew supplier approvals and identify new suppliers;
  • Work towards achieving operational targets that influence team performance;
  • Follow standard processes with potential peer reviews;
  • Engage in discussions requiring explanation or interpretation to reach agreements;
  • Contribute to system and process improvements to resolve issues;
  • Propose solutions for review and suggest ideas for enhancements;
  • Strive to meet operational objectives that impact overall results.

Required Qualifications:

  • Bachelor's Degree with 0-2 years of relevant experience or;
  • College or Professional Degree with a minimum of 4 years of relevant experience;
  • Bilingual proficiency in French and English;
  • Ability to work independently with regular guidance on non-routine tasks requiring judgment and initiative;
  • Strong organizational skills, leadership capabilities, and teamwork;
  • Effective communication skills.

Eligibility Requirements:

  • Must qualify for registration with the Controlled Goods Program;
  • Must be eligible to obtain and maintain Canadian government Reliability status and Secret Level 2/NATO Secret security clearance;
  • Must meet the criteria for U.S. International Traffic in Arms Regulations (ITAR);
  • For on-site roles, personal transportation is required as the location is not accessible by public transport.
