Metrolinx is dedicated to enhancing connectivity across the Greater Golden Horseshoe region. The agency operates GO Transit and UP Express, in addition to managing the PRESTO fare payment system. We are actively engaged in developing new and improved rapid transit solutions, including GO Expansion, Light Rail Transit routes, and significant enhancements to Toronto's subway system, aimed at facilitating better, faster, and more efficient travel.

As part of the Service Design – Short Term Implementation team, you will report to the Manager of Rail Service & Operational Planning. We are seeking Senior Rail Performance Advisors – Crew Planning to create, execute, oversee, and refine Train Service Plans (TSP) in alignment with established corporate standards.

Key Responsibilities:
  • Design, implement, and monitor Train Service Plans (TSP) utilizing specialized software for GO Transit, UP Express, and third-party operators. This includes timetable construction, conflict resolution, equipment line-up development, anonymous job description creation, and operational data management.
  • Guide, mentor, and oversee a team of co-op students, analysts, and planners in the execution of TSP, including service modifications, incident adjustments, and operational requests.
  • Evaluate the effectiveness of special services and plans; develop and implement alternative strategies to enhance Rail Operations.
  • Act as a representative for Rail Service Design, collaborating with internal stakeholders to ensure that technical and operational aspects of TSP or infrastructure plans are recognized and integrated into standard operating procedures and contingency plans.
  • Proactively monitor, record, and enhance rail key performance indicators, including schedule adherence, operational performance metrics, budget management, and crew & fleet forecasts.
  • Serve as a business continuity representative in a rail operational planning role, available to respond and support 24/7 as dictated by operational needs.
  • Assist other Service Design units, including Service Planning, Rail contract management, Workblock/Construction Planning, and Operational Readiness.
Qualifications:
  • A diploma in Business Administration or a related field, or a combination of education, training, and experience that is deemed equivalent.
  • Progressive experience in supervising office personnel and managing rail operations services, preferably within a public transit context.
  • Practical problem-solving experience in passenger rail operations, including dispatching, incident response, emergency management planning, crew and fleet management, and standard operating procedure development.
  • Familiarity with TrainPlan rail mapping and timetabling, as well as IVU resource planning software (or equivalent software such as Hastus or Trapeze). Training will be provided, and proficiency in the software is required. Experience with OpenTrack or similar rail network simulation software is advantageous.
  • Ability to maintain, extract, and analyze data from historical rail operation records, including GPS/CAD data and dispatching records.
  • Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, SharePoint, and Teams. Knowledge of database management and programming languages such as Python, PowerBI, VBA, and R is preferred.
  • Understanding of relevant legal and regulatory frameworks governing passenger rail services, including Transport Canada regulations, Federal Railway Administration guidelines, and Canadian Rail Operating Rules.
