About the Opportunity

Nova Scotia Health and IWK Health are seeking a highly skilled and experienced Clinical Informatics Program Manager to lead a complex, multi-organizational clinical transformation initiative. The successful candidate will provide critical consultative leadership, clinical informatics expertise, planning, and direction at the multi-health authority Program/Specialty Level and with all work streams.

The Clinical Informatics Program Manager will oversee a diverse team of informatics and clinical leads supporting an interprofessional team and numerous working groups responsible for the development of a Clinical Information System to support governance, evidence-informed best practice, workflow standardization, and optimization within the organization.

The Program Manager will be responsible for interacting with stakeholders and working groups managed by the Department of Health and Wellness (DHW) and Internal Services Department (ISD), providing NSH & IWK oversight throughout the program.

The Clinical Informatics Program Manager will also oversee clinical care process design and review activities across the organization to ensure maximum benefits and enhancements are achieved.

The ideal candidate will have a strong background in clinical informatics, leadership experience within healthcare, and a proven track record of success working with staff, contractors, consultants, developers, and clients.

Key Responsibilities:

  1. Oversee the team leading the analysis and dissemination of best practice standards and content
  2. Clearly communicate both up (senior leadership) and down (front line staff) across the organization
  3. Facilitate consensus and decision making across broad stakeholder groups
  4. Be organized, outcomes-driven, ensuring teams and working groups are preparing work packages and decision documents for review by stakeholder/working groups
  5. Strong ability to understand and support system-level impacts and decisions while narrowing focus to translate and communicate stakeholder impact effectively

Requirements:

  1. Undergraduate degree in a health or technology-related field required
  2. Minimum of 5 to 7 years' leadership experience within healthcare (clinical, clinical informatics, etc.)
  3. Strong clinical informatics experience
  4. Demonstrated knowledge and skill in the implementation of evidence-based practice in a clinical setting
  5. Demonstrated leadership in clinical and policy change
  6. Broad knowledge of the applicable standards of practice and guidelines for clinical practitioners
  7. Broad knowledge of clinical process, workflows, clinical services delivery, and patient/client satisfaction determinants
  8. Demonstrated clinical informatics expertise, with the ability to apply systems and critical thinking
  9. Demonstrates strategic, creative, and strong analytical and organizational skills
  10. Uses effective leadership, facilitation, communication, and negotiation abilities to achieve consensus, resolve conflict, achieve desired outcomes, and address potential barriers to success
  11. Exercises initiative, self-direction, and problem-solving abilities to identify gaps and opportunities for improvement
  12. Demonstrated ability to utilize current computer applications (Microsoft Office, etc.) and computerized healthcare application(s)
  13. Demonstrated knowledge of Lean or related process improvement principles
  14. Project Management and change management certification would be considered an asset
  15. Experience managing a wide range of complex projects and stakeholder teams, committees, etc.
  16. Experience in services in a complex healthcare organizational environment considered an asset
  17. Proficient knowledge of the healthcare industry required; familiarity with clinical and administrative hospital functions and departments preferred
  18. Strong budgeting and project estimating skills
  19. Proven record of success working with staff, contractors, consultants, developers, and clients
  20. Proven ability to apply quality management principles and processes
  21. Ability to execute through effective delegation, motivation, and oversight

Nova Scotia Health and IWK Health offer a competitive salary range of $45.45 - $56.81 Hourly, as well as a comprehensive benefits package, including health, dental, travel, long-term disability, and life insurance coverage, and a defined benefit pension plan.
