The Alberta Serious Incident Response Team (ASIRT) is tasked with investigating serious incidents under the Alberta Police Act, including cases involving serious injury or death resulting from police actions, as well as allegations of police misconduct and statutory offences.
As the Director of Investigations (DOI), reporting directly to the Executive Director of ASIRT, you will lead and manage ASIRT's investigative and disclosure unit. Your role will involve providing strategic advice on critical policy, investigative, and risk management matters related to ASIRT's operations and the broader public safety landscape. You will also oversee human resources, financial management, procurement, and administrative processes for the unit, supervising and developing ASIRT's investigative managers, investigators, disclosure personnel, and administrative staff based in both Calgary and Edmonton.
Key Responsibilities:
- Directing the formulation of investigative policies and procedures, ensuring quality control throughout the investigative process, disclosure, case management, and administrative functions that support ASIRT's mission;
- Facilitating negotiations with stakeholders to resolve conflicts and achieve optimal outcomes;
- Advising ASIRT's Executive Director on the quality and thoroughness of serious and sensitive investigations;
- Guiding the development of ASIRT's contributions to strategic and business plans, ensuring alignment with governmental and organizational objectives;
- Leading internal and external committees, representing ASIRT's interests and priorities;
- Acting as ASIRT's liaison with police services, managing outreach programs to foster effective relationships;
- Overseeing recruitment, onboarding, and ongoing management of investigative personnel;
- Managing financial resources in accordance with governmental policies, addressing emerging financial issues with senior leadership;
- Documenting and securing necessary approvals for business activities such as budgets, travel, training, and procurement.
In addition, as a senior leader within ASIRT and the Police Review Commission, you will cultivate and maintain relationships with various external entities, including police services, commissions, law enforcement organizations, and community groups. You will play a vital role in upholding the investigative integrity and reputation of the organization.
Required Competencies:
- Results Orientation: Continuously assess priorities, engage in thoughtful investigative planning, monitor progress, adhere to timelines, and leverage lessons learned from investigations.
- Collaborative Leadership: Build and maintain ASIRT's credibility with policing oversight partners, ensuring that team members are informed of key issues affecting ASIRT.
- Team Development: Lead, coach, and mentor a cohesive team, emphasizing leadership development and strategic thinking.
- Networking: Manage outreach programs to establish and maintain effective relationships with police services.
Qualifications:
A university degree in a relevant field, coupled with six years of progressively responsible experience. Advanced knowledge of the Police Act, Criminal Code, Canada Evidence Act, and related legislation is essential.
Equivalency: Relevant experience or education may be considered on a one-for-one basis.
Preferred candidates will have formal training in major case management and investigative practices pertinent to ASIRT's operations.
Desirable Attributes:
- Experience in senior management within a law enforcement or investigative context;
- Proven ability to cultivate successful working relationships with diverse stakeholders;
- Experience in major case management and leadership in team settings;
- Practical knowledge of change management initiatives;
- Experience in managing human and financial resources.
This position entails a 36.25-hour work week, Monday to Friday. The role includes a 24/7 on-call component, with the expectation of receiving deployment calls at any hour. Frequent travel throughout the province is required, and candidates must possess a valid Class 5 driver's license. Successful candidates will undergo fingerprint screening and a security clearance interview.
