Key Responsibilities :

Reporting to the Manager of Environmental Services - Strategic Projects (North), the selected candidate will be responsible for the following:

  • Prioritize safety in all operations.
  • Oversee archaeological components for all Strategic Projects :
    • Develop and maintain an archaeological assessment tracking system using ArcGIS to ensure timely and precise updates on archaeological activities across all Strategic Projects
    • Secure necessary archaeological assessments. Draft comprehensive RFPs, assess proposals, and manage consultant contracts for environmental services, ensuring quality and cost-effectiveness.
    • Monitor environmental work plans, budget forecasts, and timelines.
    • Validate and appropriately apply technical data.
    • Conduct site inspections and oversee environmental considerations for capital projects in the field, as needed.
  • Prepare and evaluate Environmental Due Diligence Reports, Environmental Protection Plans/Requirements Documents, and oversee permitting and monitoring for new electrical infrastructure projects, as necessary.
  • Review Contractor Environmental Management Plans and provide archaeological insights.
  • Organize and archive project documentation systematically within existing platforms, including Borealis consultation software, GIS Commitment Layer, and TEAMS/SharePoint.
  • Offer guidance and support to project and asset managers and construction teams on environmental considerations, applicable legislation, and corporate policies.
  • Be ready to address contentious issues and contribute to decisions requiring policy interpretation. Prepare evidence and assist in hearings related to environmental matters to support legal, real estate, and regulatory teams.
  • Employ a strategic approach in negotiations with stakeholders, agencies, and entities, grounded in respect, compliance, and stewardship while prioritizing the organization’s interests.
  • Stay informed about and promote innovative practices in environmental management.
  • Prepare and deliver technical and organizational presentations to internal or external audiences.
  • Contribute to the formulation of internal protocols and new practices to ensure a consistent approach and organization.
  • Perform additional duties as required.
  • Provide essential environmental support and significantly contribute to environmental tasks and deliverables throughout the project lifecycle to ensure project success. Projects will involve complex Class Environmental Assessments and necessitate subsequent permitting and monitoring to fulfill environmental commitments made in the EA.
  • Responsibilities will encompass executing or supporting all facets of the EA, including but not limited to:
    • Engaging and managing environmental consultants;
    • Project Notices and innovative engagement planning and execution;
    • Meaningful engagement with Indigenous communities, regulatory bodies, project stakeholders, and the public, alongside internal groups regarding various aspects of EA, approvals, and permitting per Hydro One policies, while fostering resolutions.
    • Participating in Community Open Houses (virtual and/or in-person);
    • Addressing concerns and inquiries from diverse interest groups;
    • Tracking rights holder and stakeholder consultations (e.g., utilizing Borealis);
    • Identifying and assessing environmental features, constraints, alternatives, potential environmental impacts, mitigation strategies, and avoidance opportunities;
    • Ensuring consistency in approach with similar projects.
    • Supporting the completion of a clear, well-structured Environmental Study Report and related documentation, including presentation materials;
    • Maintaining a transparent and repeatable EA planning process;
    • Contributing to the environmental components of the tender process and subsequent oversight of Engineering, Procurement, and Construction (EPC) contracts; and
    • Conducting environmental monitoring during construction.
  • Demonstrate comprehensive knowledge of various environmental disciplines assessed in infrastructure projects (e.g., natural heritage, cultural heritage, soils, and groundwater).

Selection Criteria
Essential Knowledge, Experience, and Qualifications:

  • Bachelor's degree in archaeology, environmental studies, planning, natural sciences, or a related field.
  • Minimum of six years of relevant experience in the environmental sector.
  • Proven experience contributing to all phases of archaeological assessments and EAs for infrastructure projects in Ontario.
  • In-depth knowledge of the Heritage Act and MCM's Standards and Guidelines.
  • Strategic mindset.
  • Strong understanding of environmental features to facilitate timely, appropriate, and compliant environmental planning and implementation of mitigation strategies for construction.
  • Experience collaborating with Indigenous communities on archaeological initiatives, including the involvement of monitors.
  • Solid understanding of environmental issues and legislative requirements (Ontario Environmental Assessment Act, Ontario Environmental Protection Act, Provincial Policy Statement, Ontario Water Resources Act, Endangered Species Act, Heritage Act, Ontario Public Lands Act, municipal environmental development requirements, and other environmental legislation).
  • Knowledge of soil and groundwater assessment and management.
  • Experience conducting environmental studies in areas such as natural heritage (including SAR), hydrology, hydrogeology, socioeconomics, archaeology, heritage, and related fields.
  • Experience in obtaining environmental permits, licenses, and approvals (provincial, municipal, and federal) and familiarity with associated guidelines, standards, and best practices pertaining to EA, permitting, and construction effect mitigation.
  • Experience engaging with regulatory agencies, Indigenous communities, interest groups, and the public.
  • Ability to tender and oversee environmental consultant contracts.
  • Valid Ontario driver's license.
  • Strong technical writing skills.
  • Experience in contract management and administration.
  • Proficient in Windows software (MS Word, Excel, Outlook, and PowerPoint).
  • High level of initiative, strong communication, and interpersonal skills.
  • Strong project management capabilities.
  • Excellent interpersonal and writing skills, including proficiency in written and spoken English to facilitate effective communication with internal and external stakeholders.
  • Proven ability to work with minimal supervision.
  • Ability to quickly assimilate new tasks/information and apply skills to various situations.
  • Understanding of the business implications of decisions and a commitment to enhancing organizational performance.
