Role Overview: The Global HR Project Management Leader is responsible for the comprehensive establishment and ongoing execution of a diverse range of HR initiatives across HR Operations, aimed at delivering top-tier HR operational and transactional services to Astellas employees worldwide.This position will oversee and manage the Global HR Operations project portfolio, encompassing both transformative and continuous enhancement initiatives to enhance visibility of all HR Operations projects and facilitate informed decision-making by senior stakeholders regarding priorities.The leader will offer professional project management expertise to support intricate HR programs or change initiatives that significantly impact personnel or HR processes, and will directly supervise a team of Project Delivery Specialists to ensure successful project execution.Establishing a robust global governance framework for the HR Operations project portfolio is essential to monitor and track project status, risks, and to aid in broader demand and resource planning.The role will involve leading demand and resource planning efforts to assess project requirements against resource availability and to create a forward-looking calendar of project activities throughout the year.Identifying opportunities for improvement that enhance efficiency, reduce costs, and contribute to achieving overall business objectives will be a key responsibility.Management of the Global HR Operations budget, including monthly analysis of financial accounts, quarterly reforecasting, and annual budgeting cycles, will also be required.Additionally, the role includes overseeing HR Operations headcount reporting and managing the HR Data Cube.

Key Responsibilities:

Accountable for the successful execution of designated HR Projects within Global HR Operations, aligned with overarching Global Objectives.Responsible for the effective management of resources to achieve set objectives.Oversee and manage all project and program performance metrics.Ensure the effective implementation of governance for HR projects, including reporting standards for various stakeholder meetings.Contribute to communications regarding Global HR initiatives and programs across Astellas, collaborating with HR function members using standardized project planning and execution tools.Manage HR Operations budget and headcount reporting effectively.

Core Deliverables:

Establish a Consistent Project Management Framework Across HR Operations

Develop and maintain a Project Blueprint to ensure uniformity in tools, templates, and documentation utilized across the team.Implement standardized tools across the team to foster a cohesive approach to project management and manage stakeholder expectations effectively.

Monitoring and Oversight of Global HR Operations Project Portfolio

Create a project portfolio dashboard to provide a comprehensive overview of all ongoing and upcoming HR Operations projects throughout the financial year.Facilitate regular status reporting from this dashboard to highlight key project activities, timelines, resource allocation, and budgetary needs.Establish relevant global governance for the Global HR Operations Project Portfolio to ensure regular project status reviews and risk mitigation.Ensure all projects have detailed timelines, approach documents, and governance structures in place to drive project activities.Manage senior HR stakeholder communications, utilizing the portfolio dashboard to inform decision-making regarding priorities and resource allocation.

Criteria Development for Project Management Support

Develop guidelines to define how Global HR Operations prioritizes projects for management support from the central project delivery team.Design business readiness and project acceptance criteria.Create an impact assessment framework to identify affected HR areas and ensure appropriate team composition for projects.Act as a coordinator for Global Projects, confirming objectives and identifying suitable resources for project support.

Provide Expertise in Project Management for Complex HR Programs

Develop a resourcing and capacity planning model to guide project resource decisions throughout the project lifecycle.Offer planning support and expertise to global HR teams for key strategic initiatives.Identify and mitigate project risks to ensure projects remain on track to meet objectives.Ensure effective management of projects, adhering to timelines and budgets while implementing change management and communication strategies.Oversee the delivery of key cyclical HR activities, ensuring alignment with agreed objectives and service standards.Maintain documentation and knowledge management for cyclical activities to ensure integrity and ongoing delivery.Resolve specialist customer queries and data issues related to cyclical activities, either directly or through collaboration with HR subject matter experts.

Lead the Project Delivery Specialist Team

Inspire and lead the team, embodying Astellas values and high standards of conduct.Communicate priorities effectively to ensure performance objectives are translated into team and individual goals.Enhance team capabilities through a blended learning approach, including coaching and mentoring.Act as a quality control and advisory point for projects involving central resources, supporting scope agreement, progress evaluation, and issue resolution.Serve as an escalation point for complex risks and issues requiring senior stakeholder resolution.Manage relationships with external consultants engaged in project delivery.

Budget Management for Global HR Operations

Monitor the HR Operations budget throughout the year to manage costs within projections and address discrepancies promptly.Review monthly management accounts for HR Operations to reconcile costs and identify opportunities for budget improvement.Lead budget forecasting activities across HR Operations, collaborating with HR country leads.Establish a governance structure for the HR Operations budget, including regular meetings to drive clarity.

Headcount Management

Lead HR Leadership Team requests regarding headcount and FTE, supporting strategic planning through data insights.Maintain the Astellas FTE and Headcount Data Cube to ensure clarity on current and forecasted FTE.Ensure alignment with HR teams globally regarding FTE changes throughout the year.Produce monthly reports on headcount and FTE to reflect the current and projected size of HR.Align with HR Connect to ensure accurate and up-to-date information in core systems.

Collaborative Working Approach:

Collaborate with the Global Excellence Capability and Enhancement Team to ensure project management practices align with broader HR requirements.Work with global stakeholders to determine project management support priorities and define project outcomes.Engage with the HR Business Solutions team to identify continuous improvement opportunities.Build strong relationships with Astellas Finance and manage the HR Finance Business Partner relationship.Champion the effective use of statistical methods to drive service excellence and exceed customer expectations.Motivate the workforce by exemplifying leadership and integrating HR Operations into the HR Career Path.Act as a change agent and advocate for the Global HR Operations Model.

Organizational Context:

Management of a team of 5 FTE.Oversight of budget management across 37 countries.

Qualifications:

Essential:

Experience in a Shared Service Centre environment.Significant experience in developing and implementing continuous improvement projects, both technological and process-oriented.Six Sigma Black Belt certification.Proficiency in statistical tools.Extensive experience in HR processes and transactions.Knowledge of HR metrics and their application.Experience with HRIS applications and related HR software solutions.Demonstrated knowledge of project management tools and techniques.Proven people management capabilities.
