The Chief of Community Services leads the Corporate Access and Privacy (CAP) Program, which operates under the Freedom of Information and Protection of Privacy Act (FOIP Act).
In this role, the Chief serves city employees, residents, and the wider community by facilitating access to information while safeguarding their privacy and personal data.
The Chief reports directly to the City Clerk/Delegated FOIP Head, whose authority is established through the City's FOIP Delegation Order, recognized by the provincial Office of the Information and Privacy Commissioner.
As one of the key sections within the Office of the City Clerk, the CAP team plays a vital role in numerous significant initiatives led by the department.
The Chief will have substantial influence over legislative processes that affect local governance.
Key Responsibilities:- Provide strategic access and privacy recommendations for administration, as well as technical insights to the City Clerk, City Council, City Manager, and Executive Leadership Team.
- Work closely with the City Clerk/Delegated FOIP Head to address issues, set priorities, and deliver timely guidance to City Administration and City Council.
- Oversee and manage matters before the Office of the Information and Privacy Commissioner (OIPC), utilizing OIPC orders, legislation, and analysis to ensure accurate resolution of cases, including strategic issues management and relationship building with the OIPC.
- Advise City programs and services to ensure compliance with access and privacy obligations under the FOIP Act, promoting routine access to information and ensuring that City policies and programs adhere to legislation, case law, best practices, and other relevant standards.
- Lead the development and implementation of access and privacy standards across the organization by fostering strong relationships with City Council, the Executive Leadership Team, various departments, civic agencies, boards, commissions, and other external stakeholders.
- Mediating disputes related to the collection, use, and disclosure of personal information between the city and third-party stakeholders, including access to information requests.
- Integrate, train, and lead multidisciplinary teams to collaborate effectively with stakeholders in support of corporate priorities.
- Oversee employee development, performance evaluations, and provide constructive feedback and coaching.
- Implement effective change management strategies to ensure seamless adaptability within the team.
Knowledge, training, and/or education in Library Sciences, Archival Studies, Information Management, Law, Public Administration, or related fields.
Experience in contributing to policy, training, or governance projects in a leadership or senior capacity.
Exceptional leadership skills to manage change, develop organizational talent, and achieve desired outcomes.
Experience in presenting complex topics related to access, privacy, and information management.
Preferred Assets:- A Master's Degree in a relevant field.
- Certification in records and information management.
- Additional education and experience in local government, municipal law, or administrative law.
- Political acumen to navigate a politically sensitive environment requiring tactful communication and rapport-building with stakeholders.
- Outstanding skills in developing, implementing, and improving business processes.
- Inclusive change management skills to enhance team adaptability and facilitate smooth transitions.
Strong relationship-building abilities across various levels of government, different business areas within the organization, leadership teams, and external agencies and organizations.
Strategic planning capabilities with a focus on future outcomes and a results-oriented approach.

This position offers a hybrid work arrangement, allowing for flexibility in work location.

Work Schedule: 9 hours per week, Monday to Friday.
