Deputy Safety Manager

About the Role:
Parsons Corporation is seeking a highly skilled Deputy Safety Manager to join our team. In this critical role, you will provide oversight for safety, health, and environmental support, and assist and advise a project or program manager in ensuring that the site-specific SH&E plans, workplaces, and operational tasks being conducted conform to Parsons' risk management practices and comply with the prevailing regulatory and client SH&E requirements.
Key Responsibilities:
- Represent Parsons on project or program worksites.
- Advises and assists the project or program manager and other project personnel in conforming with Parsons' Environmental, Safety, Health, and Risk Program (ESHARP) management system, Parsons' policies and procedures, and NWT OHS standards and NWT mine regulations.
- Oversee the health and safety program for the employees and contractors working at the site.
- Audit the project or program and its worksites against corporate standards. Create and submit written audit reports.
- Inspect worksites to detect hazards and provide expertise to project or program personnel to eliminate/control the SH&E risks associated with exposure to the hazards. Create and submit written inspection reports.
- Effectively implement Parsons' occupational injury and incident reporting and management processes.
- Initiate and conduct thorough incident investigations and root cause analyses using defensible protocols. Work collaboratively with the project or program manager, craft workers, and other project or program personnel to identify effective corrective actions. Create and submit comprehensive investigation reports and lessons learned.
- Perform trends analyses on audit findings, inspection findings, and incident reports. Create and submit regular analysis reports.
- Represent Parsons during external regulatory or loss control inspections of project worksites.
- Regularly seek active and personal participation from the project or program manager, craft workers, and other project or program personnel to identify SH&E improvements and to implement the improvements.
- Assist the project or program manager with new hire orientation.
- Perform regulatory and best practice SH&E training. Create and maintain SH&E training records.
- Conduct risk assessments for upcoming work and provide SH&E subject matter expertise to work planning processes.
- Interface in a professional manner with co-workers, clients, contractors, and third parties in a manner consistent with contract agreements and the applicable standards of reasonable care.
- Participate in routine safe work briefings.
- Responsible for managing the security subcontractor to ensure protection of the public, employees, environment, and the mine site infrastructure and facilities within the Giant Mine Lease area.
- Coordinate emergency medical services, inventory control of basic PPE for all visitors, conduct portions of site orientations, and medical monitoring sample collection for all onsite workers.
- Ensure that the mine site remains in compliance with the Northwest Territories Mine Health and Safety Act, permits, and licenses issued by the Mackenzie Valley Land and Water Board (MVLWB) and Authorities Having Jurisdiction (AHJ).
Requirements:
- 4-year degree in occupational safety and health or related field or equivalent experience, and 10 years or more of related work experience in the field of occupational safety and health.
- Certification as a Canadian Certified Safety Professional (CRSP), Certified Safety Professional (CSP), or Certified Industrial Hygienist.
- Extensive knowledge of Canadian safety and health regulations, acts, and reporting requirements.
- Requires high-level knowledge of federal and territorial SH&E regulations and reporting procedures, high-level knowledge of safety-related national consensus standards (e.g., CSA, ANSI, NFPA), and exceptional oral and written communication and interpersonal skills.
