Job Overview - Project Manager - Infrastructure Development

The Building Great Neighbourhoods Branch is dedicated to enhancing and optimizing the development of vibrant and sustainable communities. Our mission revolves around coordinating and advancing comprehensive neighborhood renewal initiatives, particularly focusing on roadway reconstruction.

Your primary responsibility will be overseeing the delivery phase of projects, while actively participating throughout the entire project lifecycle. Your effectiveness will be evaluated based on your ability to deliver results in a respectful, inclusive, and service-oriented manner.

In alignment with the City of Edmonton's Cultural Commitments to Safety, Helpfulness, Accountability, Integration, and Excellence, your role will encompass:

Project Management and Implementation:
  • Oversee the execution of Neighborhood Renewal projects, including strategic initiatives, resource allocation, and financial oversight.
  • Lead diverse teams composed of consultants, contractors, clients, stakeholders, and internal personnel.
  • Guide and develop team members to cultivate a culture of growth, development, and ongoing improvement.
  • Monitor and report on project milestones through comprehensive plans and schedules, ensuring adherence to budget, timeline, and quality standards.
  • Authorize payments to contractors in accordance with contract terms.
  • Manage procurement and contracting processes, including preparation of tender documents, evaluation of proposals, and recommendations for contract awards.
  • Review technical drawings and specifications, and prepare necessary contract documentation.
  • Create detailed cost estimates based on expert technical knowledge.
  • Conduct thorough risk management activities for all projects.
  • Document all project activities following established Project Management methodologies.
  • Oversee warranty management and coordinate the resolution of issues during the warranty period.
  • Conduct project closure activities, including obtaining approvals, performing post-project evaluations, and documenting lessons learned.
  • Evaluate and approve work performed by engineering consultants and contractors, applying technical expertise in municipal roadway construction.
  • Ensure the application of appropriate specifications and standards based on expert knowledge in municipal roadway construction.
  • Utilize technical expertise to foresee, identify, and resolve project-related issues.
  • Supervise roadway grade design and modifications to address unforeseen challenges.
  • Provide specialized engineering insights related to constructability, risk assessment, and value engineering.
  • Apply engineering expertise to identify, analyze, and resolve complex technical challenges in Neighborhood Renewal projects.
Stakeholder Engagement and Communication:
  • Build and maintain stakeholder relationships that contribute to project success.
  • Implement effective public and stakeholder engagement strategies and communication plans.
  • Manage responses to project inquiries in accordance with departmental protocols.
  • Participate in steering committee meetings, site meetings, and other project-related discussions.
  • Perform additional related duties as required.
Qualifications:
  • Bachelor's Degree in a relevant Engineering discipline such as Civil, Transportation, Structural, or Environmental Engineering.
  • A minimum of 4 years of experience in transportation engineering and project management.
  • Must hold a Professional Engineer (P.Eng) designation in good standing with APEGA or be eligible for Inter-Provincial Mobility.
  • Training in project management, financial management, or leadership is advantageous.
  • Experience in reviewing, preparing, and managing contracts for municipal roadway construction projects.
  • Proven experience in managing external consultants and contractors.
  • Demonstrated ability to lead multi-disciplinary teams in project delivery.
  • Familiarity with transportation, utilities, and park infrastructure design and construction.
  • Knowledge of relevant transportation design guidelines and principles.
  • Understanding of applicable codes, legislation, regulations, policies, and procedures (OH&S, Environmental).
  • Strong technical skills in construction processes related to municipal roadway projects.
  • Proficient project management skills, including familiarity with project management methodologies.
  • Ability to delegate effectively and empower team members.
  • Exceptional planning, organizational, and problem-solving abilities.
  • Strong conflict resolution and negotiation skills, with experience in addressing complex issues.
  • Excellent verbal and written communication skills, including report writing and presentations.
  • Valid driver's license (or provincial equivalent).
