ABOUT THE ROLE

The organization is seeking a Manager of Human Resources to guide a dedicated team specializing in human resources, payroll, benefits, and health and safety. This role will report to the Director of Corporate and Community Support and will work closely with various stakeholders including employees, leadership, and executive teams.

This position is ideal for a strategic HR leader who values public service. The successful candidate will focus on enhancing workplace culture, developing teams, and resolving complex employee relations issues. Additionally, expertise in project management will be essential for advancing people and culture initiatives, including an ongoing HRIS implementation.

The selected individual will serve as a trusted advisor to senior leadership, preparing and presenting policies, programs, and reports, while also leading labor management strategies and talent development initiatives.

KEY RESPONSIBILITIES

  • Strategic HR Initiatives: Develop and implement innovative programs that align with organizational goals and enhance workplace culture.
  • Financial Management: Oversee budgeting processes, analyze trends, and allocate resources effectively to meet strategic objectives.
  • Labor Relations: Manage collective bargaining processes and guide grievance and mediation efforts.
  • Change Management: Lead organizational change initiatives, ensuring effective communication and employee engagement.
  • Project Leadership: Oversee the execution of various HR projects, including performance management and compensation strategies.
  • Stakeholder Engagement: Actively listen to and understand the needs and concerns of diverse stakeholders.
  • Leadership Development: Mentor and support leaders in navigating challenges and fostering a positive work environment.
  • Cultural Advocacy: Promote workplace culture goals by equipping leaders with the necessary strategies and resources.

QUALIFICATIONS

  • Leadership Experience: Proven track record in public sector HR leadership, demonstrating integrity and ethical decision-making.
  • Interpersonal Skills: Strong communication and negotiation abilities, fostering trust and resolving conflicts.
  • Legal Knowledge: Familiarity with employment laws and compliance standards to mitigate risks.
  • Effective Communicator: Exceptional written and verbal communication skills, promoting open dialogue and understanding.
  • Innovative Mindset: Willingness to embrace creativity and challenge conventional practices.

EDUCATION & EXPERIENCE

  • Bachelor's degree in business, public administration, human resources, or a related field.
  • 10+ years of experience in HR leadership roles.
  • 5+ years of experience in unionized environments.
  • Experience in the public sector.
  • CPHR designation or eligibility to obtain it.

ADDITIONAL ASSETS

  • Experience in municipal government.
  • Mid to senior-level leadership experience in the public sector.
  • Advanced education or certification in change management or project management.
  • Experience in collective bargaining.
