Position Purpose
Reporting to the Planning & Engineering Manager, the Project Engineer is tasked with overseeing the development and execution of capital projects. This role ensures that community initiatives are delivered successfully, adhering to timelines, budgets, and TteS objectives.
Key Responsibilities
- Infrastructure Development and Maintenance (25%)
- Manage the planning, construction, installation, testing, operation, maintenance, and repair of TteS infrastructure.
- Conduct engineering studies with guidance from the P&E Manager, ensuring qualified consultants are engaged.
- Support planning for water distribution, sanitary sewer, and stormwater systems using modeling software.
- Assist in project concept development by preparing feasibility studies and cost estimates.
- Coordinate community engagement and consultation activities.
- Project Management (50%)
- Oversee all project aspects, including deadlines, responsibilities, and progress monitoring. Prepare status reports for leadership.
- Ensure project deliverables align with scope and budget.
- Analyze technology and resource needs to assess project feasibility.
- Grant Management
- Prepare project grant submissions and track their progress to approval.
- Lead project initiation with a focus on feasibility and develop detailed monitoring plans.
- Assist client departments in clarifying objectives and resources.
- Coordinate project grant requirements and liaise with funding agencies.
- Construction Support Services
- Manage project workflows, monitor progress, and make necessary adjustments.
- Ensure contractual agreements reflect the business case.
- Familiarize with construction contract forms for municipal infrastructure projects.
- Coordinate the project team, including tendering and contract preparation.
- Oversee procurement, contract management, budget control, and quality assurance.
- Manage stakeholder relationships for seamless project execution.
- Coordinate necessary permits and licenses.
- Documentation and Reporting
- Maintain comprehensive project documentation and prepare detailed reports.
- Conduct monthly project reporting, including change order management.
- Perform risk management analysis to mitigate project risks.
- Facilitate regular project meetings and assist in resolving conflicting objectives.
- Information Management
- Assist in the implementation of the TteS Asset Management Program.
- Maintain infrastructure records and develop operation manuals.
- Provide information and interpret policies for builders, developers, and government agencies.
- Administrative Improvement
- Draft reports and regulations as directed by the P&E Manager.
- Lead project teams by motivating members to achieve goals.
- Perform duties in accordance with TteS policies and standards.
- Maintain confidentiality regarding TteS affairs.
- Additional Duties
- Perform other responsibilities as required for the role.
Qualifications
- A Degree in Civil Engineering.
- Eligibility for registration with Engineers & Geoscientists British Columbia.
- Minimum of 5 years of relevant experience in a Civil Engineering environment.
- Project Management Professional (PMP) designation is an asset.
- Knowledge of construction processes and municipal development approvals.
- Valid Class 5 Driver's Licence with reliable transportation.
- Ability to manage multiple projects simultaneously.
- Client-focused with strong negotiation skills.

- Experience working with First Nations communities and organizations.
Work Hours: Normal day shifts - 7 hours. Non-standard shifts may be required.
Compensation: Starting at $52.75/hour based on experience.
