Job Overview

The Program Management Lead is tasked with overseeing a dedicated team of Program Officers and Assistants, ensuring the effective and efficient execution of the Agency's initiatives. This role involves providing strategic direction in policy, procedures, and, when necessary, budgetary guidance to the team and associated committees.

Key Responsibilities

  • Represent and advocate for the Agency in engagements with a diverse audience, including national and international collaborators, academic researchers, students, and various stakeholders from the public, private, and non-profit sectors.
  • Conduct thorough analyses of data, reports, and complex scenarios to inform decision-making.
  • Make funding and budgetary recommendations within the scope of delegated authority.
  • Lead and participate in working groups and projects, contributing to corporate initiatives.
  • Make informed decisions regarding program design and operational processes.
  • Provide expert advice to senior management on intricate program policies and the development of innovative initiatives.

Qualifications

Education

A bachelor's degree from an accredited post-secondary institution is essential. A degree in natural sciences or engineering is considered advantageous.

Experience

Proven experience in a research and development environment within academia, industry, or government, along with experience in managing research administration or funding programs. Additional valuable experiences include:

  • Managing human resources effectively.
  • Handling multiple priorities, projects, and deadlines.
  • Developing and analyzing policies.
  • Collaborating with internal and external stakeholders to develop and monitor joint programs.
  • Applying principles of equity, diversity, and inclusion in relevant contexts.
  • Managing financial resources efficiently.
  • Implementing initiatives focused on data stewardship and governance.

Knowledge

In-depth understanding of the Agency's mandate, structure, and associated policies, as well as the challenges faced by the research community. Familiarity with:

  • Research funding structures in Canada.
  • Equity, diversity, and inclusion considerations in research.
  • Financial management and procurement policies.
  • Project management methodologies and best practices.
  • Information management systems and office automation tools.
