Reporting to the Manager of Community Social Development, the Planner 2 (Seniors) plays a crucial role in shaping strategies, policies, and initiatives aimed at enhancing the City's support for seniors (aged 55 and above) and fostering an age-resilient community. This role offers leadership, expertise, and functional guidance in executing the actions outlined in the City of Richmond's Seniors Strategy and Dementia-Friendly Community Action Plan, collaborating with City staff, Community Associations, and other organizations serving seniors in Richmond.

As the ideal candidate, you will be tasked with formulating and executing policies and initiatives focused on seniors; building and sustaining collaborative relationships with community organizations; and researching, applying for, and overseeing government grants pertinent to seniors. You will lead ongoing and project-based initiatives, ensuring that quality and service standards are upheld while supporting staff and consultants. This role empowers you to showcase your creativity and initiative in driving impactful programs and projects.

Key Responsibilities:

This position is responsible for the oversight and execution of the City of Richmond's Seniors Strategy and Dementia-Friendly Community Action Plan, collaborating with various City departments, Community Association staff, and community-based organizations serving seniors. In this capacity, you will:

  • Provide detailed, specialized information and recommendations to City Council, senior management, and other departments regarding seniors-related policies and planning initiatives, preparing necessary reports, memos, and presentations.
  • Enhance community capacity in partnership with other agencies to promote seniors initiatives in Richmond.
  • Represent the City's interests in seniors-related matters on various internal and external committees, joint planning groups, and intergovernmental bodies.
  • Engage in internal cross-departmental working groups, applying a seniors planning perspective in the development and implementation of City-wide strategies, policies, and projects; liaising with multidisciplinary partners, including other City departments and municipalities, senior levels of government, elected officials, and community organizations.
  • Act as a primary contact for seniors and positive aging, engaging with the community continuously and serving as the first point of contact for seniors-related inquiries.
  • Supervise the work of support staff, contractors, volunteers, and students on research, analysis, projects, processes, programs, services, events, and community engagement related to seniors.
  • Research, apply for, and manage government grants focused on seniors.
  • Prepare, manage, and forecast revenues and expenses for grant budgets while overseeing seniors planning and policy development budgets, including consultant expenses.
  • Perform related duties as required.
Knowledge, Skills, Abilities:
  • In-depth understanding of community development and age-friendly planning principles, practices, and policies.
  • Extensive knowledge of the demographics and needs of seniors in Richmond, along with the social service networks available in a municipal context.
  • Ability to identify, analyze, and prioritize social inequities and systemic barriers affecting positive aging, implementing action plans to address these challenges.
  • Competence in preparing reports and making informed recommendations.
  • Effective communication skills, both verbal and written, with courtesy, tact, and discretion.
  • Ability to maintain positive working relationships with staff, elected officials, government agencies, non-profit organizations, and the public.
  • Capability to conduct comprehensive seniors-related policy research, analysis, and provide actionable recommendations.
  • Ability to successfully complete a Police Information Check.
  • A valid Class 5 Driver's Licence for the Province of British Columbia.
Qualifications and Experience:
  • A minimum of five (5) years of experience in government, policy development, health services, or related fields addressing social issues, working with diverse stakeholders, project management, and strategic planning related to seniors/older adults.
  • A Master's Degree in Gerontology, Social Planning, Community Development, Sociology, Social Work, or a related discipline.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with other business software systems.

Salary Range: $66.08/hr
Hours of Work: Monday - Friday 8:15am - 5:00pm, compressed work week.
