Project Engineer

We are seeking a highly skilled Project Engineer to join our team at the Halifax Port Authority. As a key member of our infrastructure development team, you will be responsible for planning, designing, and supervising construction projects related to our minor capital projects.
Key Responsibilities:- Perform inspections and investigations to determine the condition of our infrastructure and input data into our GIS database.
- Provide coordination support to project managers for infrastructure design and construction projects.
- Plan and execute repairs through qualified contractors or by supporting our internal maintenance team.
- Create, update, and close work orders in our Computerized Maintenance Management System (CMMS).
- Ensure timely progress of projects through the design and construction stages and monitor project costs and schedules.
- Provide direction to consultants during conceptual design and construction phases.
- Ensure quality of materials and work provided by contractors complies with specifications.
- Verify quantities of materials and work invoiced by contractors.
- Prepare cost estimates for capital projects.
- Attend meetings with consultants and contractors to develop and monitor project schedules.
- Assist in preparing Terms of Reference for proposals for design work.
- Respond to technical inquiries from contractors during the tender process.
- Minimize or eliminate construction impacts on our tenants and the public.
- Degree in Civil Engineering with 1-2 years of experience in construction or infrastructure maintenance.
- Certified Professional Engineer or in progress of obtaining (EIT).
- High degree of proficiency with SharePoint and Microsoft Office 365.
- Knowledge of AutoCAD and GIS is an asset.
- Excellent interpersonal and communication skills.
- Excellent command of the English language, both oral and written.
- Experience in project estimating, contractual matters, and managing project budgets.
- Knowledge and experience working with building code, fire code, and building systems is an asset.
- Good judgment and ability to work independently and as part of a team.
- Demonstrated planning abilities.
- Results-oriented and excellent time management skills.
- Ability to interpret and apply HPA policies and procedures.
- Solid business and goal-setting, critical thinking, decision-making, and problem-solving skills.
- Solid organizational, project coordination, and multitasking skills.
- Identifies objectives, project scope, and resources.
- Develops and adheres to a critical path and measures and evaluates effectiveness of project.
- Ability and knowledge to advise on and perform responsible duties with speed and accuracy.
- Capability and readiness to work under pressure and be flexible.
- Demonstrated familiarity and understanding of construction contract law.
- Good knowledge of daily Port operations, project management techniques, and engineering design principles.
- Normal office conditions with occasional site visits for meetings.
- Moderate exposure to all types of weather conditions and risks associated with construction and transportation type business hazards.
