About the Role
This position, reporting to the Senior Project Manager, plays a crucial role in the preparation of tender documents for capital projects. Responsibilities include compiling schedules of quantities, unit prices, and relevant specifications. Additionally, the role involves providing field support by gathering pre-design data and conducting occasional inspections on municipal linear infrastructure projects.

Key Responsibilities
  1. Utilize CAD software to perform quantity take-offs for capital project tender documentation.
  2. Develop construction cost estimates and compile applicable standard specifications for tender submissions.
  3. Examine construction drawings and specifications from consultants to ensure adherence to municipal standards.
  4. Assess submitted drawings for construction within the municipal right-of-way to identify potential conflicts.
  5. Offer recommendations and assist in the issuance of municipal consents and permits.
  6. Draft preliminary engineering reports for in-house projects, development proposals, and funding applications, including cost estimates.
  7. Address and respond to resident inquiries and complaints regarding serviceability of building lots, existing service locations, drainage issues, and construction-related concerns.
  8. Support field personnel throughout various phases of construction projects, including surveying, layout, and inspections as necessary.
  9. Effectively communicate (both verbally and in writing) with other city departments, municipalities, utilities, construction firms, and residents.
  10. Update various governmental design and construction manuals, such as OPSS, OPSD, and MTO.
  11. Represent the City of Welland at public utilities coordinating committee meetings and other relevant gatherings.
  12. Compile, analyze, and organize engineering databases, including tender results, cost estimates, reports, and project statistics.
  13. Respond to information requests and prepare necessary data-sharing agreements.
  14. Perform additional duties as assigned.
Qualifications for Success
  1. A minimum of a three (3) year College Diploma in Civil Engineering Technology or a related field.
  2. Certification or eligibility for certification as an Engineering Technologist (C.E.T.) with OACETT.
  3. Three to five years of experience in municipal engineering practices, with a solid understanding of OPSS, OPSD, and MTO specifications. Familiarity with the NPSCD is an asset.
  4. Ability to conduct engineering research and compile comprehensive reports.
  5. Proficiency in CIVIL3D, AUTOCAD, and other standard corporate software, including Microsoft Office Suite.
  6. Knowledge of Builterra is considered advantageous.
  7. Strong interpersonal skills to interact effectively and courteously with the public.
Compensation and Benefits

The hourly wage range for this full-time, unionized position is competitive.
