The successful candidate will play a key role in the delivery of construction administration services for the Ministry of Transportation. With a focus on project delivery, clients, and staff, we offer flexible work arrangements to support employees in balancing their work, home, and community responsibilities.
The Transportation Division provides planning, design, and construction administration services for roadway, highway, transit/rail, bridge, and related projects. As a Contract Administrator, you will be responsible for:
- Directing, organizing, and controlling work to administer medium to large contracts
- Working on moderate to complex problems requiring thorough analysis of situations or data
- Supervising a work group
- Ensuring work on contracts proceeds according to plans, procedures, contract specifications, and quality
- Checking contract documents and reviewing design for obvious errors
- Approving work and progress payments
- Carrying out inspection activities to ensure conformance
- Checking and inspecting contractor's work with drawings and related contract documents
- Conducting site surveys, confirming scope of work, obtaining relevant information, equipment, and materials
- Arranging site access and conducting survey
- Compiling field data in report form for review of project designer
- Preparing contract specifications, construction staging, and traffic arrangement schemes
- Assessing scope of work
- Monitoring staff levels, coaching junior staff as required
- Managing the construction budget, acting as liaison with clients, and issuing invoices as appropriate
- Addressing contractor questions and misconceptions by working closely with superintendent and other construction staff
- Keeping track of contractor activities
- Being accountable for confirming that work on contracts proceeds in accordance with approved design and contract specifications
To be successful in this role, you will require:
- A post-secondary degree or diploma in Civil Engineering or Civil Engineering Technology/Technician
- Minimum 8 years' experience in Road and/or Heavy Construction
- Demonstrated Construction Administration experience as a Contract Administrator or equivalent of 5 or more similar Ministry of Transportation Ontario (MTO) or municipal projects with construction values of at least $5,000,000 and $15,000,000 or greater
- Registration as a Professional Engineer with PEO or as a Technician or Technologist with O.A.C.E.T.T. with Road Construction Contract Administration (RCCA) designation
- Prior MTO T131 and T131A Advanced Claims Dispute Resolution training is an asset
- Knowledge and understanding of Ontario Provincial Standards and Specifications (OPSS), Ontario Provincial Standard Drawings (OPSD), Contract Documents including Agreement, General Conditions of Contracts, and Special Provisions
- Knowledge of construction survey and layout
- Knowledge of construction methods and materials
- Knowledge of the requirements of relevant legislation such as the Occupational Health and Safety Act and Environmental Protection Act
- Experience working with Microsoft Office software (Word, Excel, Access)
- Experience working with MS Project or Primavera considered an asset
- Excellent verbal and written communication, time management, negotiation, and conflict resolution, problem-solving, and organizational skills
- A valid Ontario driver's license and access to a vehicle
