Position Overview:
The City of Toronto is seeking a qualified engineer to oversee the planning and management of municipal water, stormwater, and wastewater systems. This role involves a variety of responsibilities aimed at ensuring the integrity and efficiency of the city's infrastructure.
Key Responsibilities:
- Conducts comprehensive infrastructure planning and risk assessments related to the Asset Management System for the city's water systems.
- Develops and implements a multi-year capital program for sewer infrastructure.
- Provides expert technical reviews and specialized engineering insights to various sections and divisions concerning municipal and environmental engineering issues.
- Evaluates engineering design documents prepared by consultants and internal divisions.
- Assesses development applications to identify servicing needs and potential upgrades.
- Conducts detailed studies and prepares reports on stormwater and wastewater infrastructure and environmental matters.
- Prepares requests for proposals (RFPs), qualifications (RFQs), and expressions of interest (REOIs), and oversees consultants providing professional services.
- Manages assigned projects, fostering effective teamwork and ensuring high-quality outcomes within established timelines and budgets.
- Prepares technical and committee reports, as well as materials for public communication and education.
- Acts as project coordinator for environmental assessments, attending public meetings and hearings as necessary.
- Represents the city in discussions with external agencies and at public forums.
- Participates in the formulation of capital and operational budgets, addressing complex cost-sharing arrangements for municipal infrastructure projects.
- Assists in the capital budget preparation for water systems, sewer systems, and stormwater management improvements.
- Ensures project expenditures remain within approved budget limits and assists in budget preparation.
- Develops policies and programs related to wastewater and stormwater management.
- Leads multidisciplinary project teams and supervises other engineers and technical staff.
- Provides necessary input for projects executed by consultants or city staff.
- Offers direct technical supervision to team members on specific projects.
- Stays updated on new technologies and construction methods relevant to municipal infrastructure renewal.
- Investigates and evaluates new work techniques and performance standards.
Qualifications:
- Must be a licensed engineer as recognized by the Professional Engineers of Ontario.
- Experience in hydrology, hydraulics, and the design of stormwater and wastewater systems.
- Strong communication and analytical skills, including the ability to write technical documents and reports.
- Familiarity with the Municipal Class Environmental Assessment process.
- Experience in water infrastructure asset management and condition assessment.
- Proficient in developing capital budgets and project planning.
- Knowledge of GIS applications and hydrologic/hydraulic modeling.
- Understanding of relevant provincial and federal regulations related to water resources and environmental protection.
- Ability to work effectively as part of a multidisciplinary team.
- Strong project management and problem-solving skills.
