Position Summary
The Road Management Specialist plays a crucial role in Municipal Risk Management, enabling you to work from various locations across Ontario.
Key Responsibilities:
- Support municipal clients in understanding their road maintenance obligations as per relevant legislation.
- Conduct road assessments to identify potential hazards and recommend solutions aligned with established standards and best practices.
- Evaluate road signage for compliance with the Ontario Traffic Manual.
- Analyze municipal policies and procedures to ensure adherence to Ontario Regulation /02 Minimum Maintenance Standards.
- Review documentation from municipal operations to verify accuracy and completeness.
- Design and facilitate educational workshops on legislation and regulations affecting municipal roads, including training on standards and best practices in road design and maintenance.
- Investigate collision history upon request and provide insights on standards and practices to enhance safety.
For the Risk Management Department:
- Contribute articles on current topics for the IPE Centre of Excellence.
- Engage in regional seminars with fellow IPE staff.
- Perform additional tasks as required.
Qualifications:
- Significant experience in a senior management role (Director level or equivalent) focused on municipal roads.
- Possession or pursuit of a credential in Road Safety (e.g., International Roads Federation Road Safety Audit Team Leader).
- Preference for candidates with P. Eng or CET designations.
- Strong understanding of road design principles and maintenance practices.
- Familiarity with the Ontario Traffic Manuals and practical application of guidelines.
- Knowledge of Minimum Maintenance Standards for Municipal Highways and experience implementing regulations in municipal settings.
- Experience in drafting bylaws, policies, and standard operating procedures, including presenting to municipal councils.
- Awareness of trends in active transportation, vision zero, and safety for vulnerable road users.
- Proficient in Microsoft Office Suite applications.
- Valid driver's license in good standing.
- Strong analytical, problem-solving, and decision-making skills.
- Client-focused with excellent relationship-building abilities.
- Exceptional interpersonal, communication, and presentation skills.
- Willingness to travel.
