Position Summary

The Head of Procurement will oversee CWB Financial Group's procurement operations, encompassing sourcing, procure-to-pay (P2P) processes, contract management, and Third-Party Risk Management (TPRM). The primary objective is to enhance purchasing efficiency while minimizing risks and maintaining high-quality customer service.

  • Formulate and articulate a procurement strategy that sets ambitious standards and innovative practices.
  • Develop and implement long-term departmental objectives with a focus on cost efficiency and operational excellence.
  • Encourage ongoing collaboration with various departments and partner organizations to refine standards and procedures in alignment with our strategic goals.
  • Create a comprehensive sourcing strategy, perform thorough market analysis, and lead competitive procurement initiatives.
  • Manage the Coupa Business Spend Management platform to ensure effective procure-to-pay processes.
  • Oversee procurement standards, contracts, vendor performance, and third-party risk management.
  • Build and maintain strong relationships with key partners and stakeholders, understanding their specific needs.
  • Communicate and advocate for the value of procurement, treating it as a professional services operation.
  • Serve as the main contact for procurement and TPRM inquiries, ensuring alignment of policies across departments.
  • Manage the annual procurement budget, tracking performance metrics and driving continuous improvement.
  • Enhance the skills and capabilities of the procurement team through training and development initiatives.
  • Maintain strategic partnerships with suppliers to consistently meet cost, quality, and delivery objectives.
  • Lead all procurement management activities, including market research and competitive processes.

Ideal Candidate Profile

The successful candidate will possess a proven history of strategic leadership, a comprehensive understanding of procurement methodologies, strong financial insight, and the ability to cultivate supplier relationships. They will be recognized as a strategic thinker with exceptional communication, negotiation, and influencing skills, capable of building and sustaining robust partnerships with key stakeholders.

Essential Qualifications

  • Post-secondary degree in Finance, Commerce, Business Administration, or a related field with a focus on Procurement.
  • Relevant industry certifications such as Supply Chain Management Professional (SCMP), Certified Professional in Supply Management (CPSM), or Certified Supply Chain Professional (CSCP).
  • Six Sigma and/or LEAN certification.

Professional Experience

  • Over 7 years of experience in Procurement, Sourcing, and Relationship Management, handling large and complex portfolios, including at least 3 years in supplier risk management.
  • A minimum of 3 years in a senior leadership role.
  • Familiarity with OSFI B-10 guidelines on outsourcing.
  • Experience in managing stakeholder relationships while providing excellent customer service.
  • Knowledge of procurement laws and regulations.
  • In-depth understanding of sourcing and procurement best practices.
  • Strong negotiation skills for high-value commercial agreements.
  • Experience with contemporary sourcing and procurement technologies.
  • Knowledge of enterprise risk management and business continuity strategies.
  • Proficient in financial management, including budgeting and cost control.
  • Advanced skills in MS Office applications (Word, Excel, PowerPoint, Access).
  • Willingness to travel as necessary.
