Position Overview

This role is responsible for the formulation and maintenance of the City's data architecture frameworks and data governance initiatives, overseeing all associated functions. The position collaborates with high-level business stakeholders and senior technology experts to pinpoint organizational business drivers and opportunities that enhance the value and utilization of data for informed decision-making, performance optimization, and operational effectiveness.

Key Responsibilities

  • Spearhead the creation and continuous refinement of the City's comprehensive data architecture and Corporate Data Governance strategies.
  • Evaluate corporate business drivers to establish data architecture and management specifications, leveraging synergies between business functions and digital technologies to boost data value, operational efficiency, and risk mitigation.
  • Keep abreast of emerging digital technologies and business intelligence tools, proposing adoption strategies as necessary.
  • Formulate and sustain data architecture roadmaps and integrations for corporate digital initiatives.
  • Identify and evaluate enterprise risks associated with data architecture and solution deployments.
  • Develop long-term strategies for the management, archiving, and disposal of data assets in accordance with corporate policies.
  • Contribute to enterprise strategy and policy, with a focus on digital information within the enterprise architecture, cybersecurity, and technology frameworks.
  • Design a robust and secure infrastructure for various types of digital information, including Spatial, Relational, Telematics, Open, and Unstructured data.
  • Oversee business intelligence and enterprise reporting solutions, including their design, documentation, implementation, and ongoing maintenance.
  • Create a unified enterprise information architecture for shared digital resources.
  • Ensure that business systems designs are in alignment with the digital information architecture strategy.
  • Supervise the development of digital information models for applications, ensuring data integrity and reliability.
  • Ensure adherence to relevant legislation, City Council regulations, and City policies.
  • Collaborate with various business units to identify and resolve data-related issues, enhancing decision-making and operational workflows.
  • Identify and address opportunities for improvement in data security policies and procedures.

Required Qualifications

  • Familiarity with core management and operational practices, including program/service delivery models, policy formulation, planning, budgeting, performance assessment, and human resource management.
  • Understanding of data and information governance practices, along with City-specific standards, policies, and data processes.
  • Expertise in digital information resource management, data architecture, business intelligence, and analytics, supported by formal training.
  • Experience in crafting strategic information systems plans.
  • Broad technological knowledge encompassing operating systems, hardware, programming languages, communication protocols, relational databases, geospatial, and telematics technologies.
  • Proficiency in IT project management methodologies and techniques.
  • Knowledge and experience in applying security principles and practices.
  • Strong communication skills for presenting to, leading, and consulting with stakeholder groups, both internally and externally, on complex issues related to data architecture, data governance, performance measurement, and process enhancement.
  • Change management skills, including the ability to recognize and address resistance to change.

The position is primarily office-based.
