Key Responsibilities:

  • Contract Evaluation: Conduct comprehensive evaluations of contractual agreements to pinpoint essential compliance obligations, terms, and conditions.
  • Compliance Oversight: Formulate and execute strategies for overseeing adherence to contractual commitments, including timelines, deliverables, and performance indicators.

  • Labor Compliance Program Management: Administer and maintain precise records of all certified payroll, apprenticeship, and associated documentation. Organize and manage contract repositories for efficient access and retrieval; identify compliance issues in certified payroll and coordinate corrective actions with subcontractors; conduct monthly audits of subcontractor payments through compliance reporting.
  • Documentation Oversight: Ensure the accuracy and currency of all records related to certified payroll, apprenticeship, and other relevant documents. Assist in managing subcontract documentation for accuracy, approvals, and payments.
  • Collaboration: Partner with internal teams, including legal, procurement, finance, and operations, to ensure a shared understanding of contractual obligations. Provide ongoing support to the construction team, encompassing administrative and data management tasks.
  • Vendor Relations: Cultivate and sustain effective relationships with vendors and external partners, addressing compliance concerns and negotiating contract terms as necessary.
  • Reporting and Insights: Generate regular reports and analyses on contract compliance status, identifying deviations and areas for improvement, and recommending corrective actions.
  • Training and Development: Lead training sessions to educate staff on contract compliance policies, procedures, and best practices.
  • Continuous Improvement: Stay updated on industry trends and regulatory changes, recommending and implementing process enhancements to improve efficiency and effectiveness.
  • Additional Duties: Perform other responsibilities as assigned.

Minimum Qualifications:

  • Bachelor's degree in business administration, legal studies, or a related field; or equivalent education and relevant experience.
  • A minimum of three (3) years of experience managing large-scale construction project contracts.
  • Proven experience with certified payroll reporting and invoicing for public works projects.

Preferred Qualifications:

  • Experience with contract compliance management software.
  • Familiarity with construction management software.
  • In-depth knowledge of specifications processing and maintaining submittal registers.
  • Understanding of construction business practices.
  • Strong analytical skills with the ability to validate and interpret quantitative data.
  • Advanced proficiency in MS Office Suite, particularly Excel.
  • Excellent communication and presentation skills.
  • Ability to manage multiple priorities effectively.
  • Willingness to travel as necessary.
