Job Summary

We are seeking a highly skilled and experienced Deputy Chief Information Officer, Business Solutions to join our team at the City of Windsor. As a key member of our senior technology team, you will play a pivotal role in the strategic delivery of technology services, leading a team dedicated to business solutions and applications, project delivery, program management, governance, transformation, risk management, and the execution of the technology roadmap.

Key Responsibilities
  • Provide strategic leadership in the areas of strategic planning, budget management, infrastructure architecture, program delivery, and partnership and relationship management.
  • Develop and implement business solutions, informed by enterprise architecture and delivery through programs and projects.
  • Manage IT department operational and strategic planning, including business requirements, project planning, and resource allocation.
  • Oversee negotiation and administration of vendor, outsourcing, and consultant contracts and service agreements.
Qualifications
  • Master's degree in Computer Science, Information Technology, Business Information Systems, Business Administration, or related field, combined with over ten years of experience in managing and/or directing an IT operation.
  • Proven track record of developing and managing large-scale projects, complex transformation programs, and IT infrastructure strategic planning and development.
  • Expertise in leading the development of enterprise architecture, guidelines, and models.
  • Experience in project delivery methodologies, including waterfall and scaled agile, concepts of rapid prototyping, and user-centric design processes.
  • Superior communication and relationship development skills, with the ability to simplify complex technology details into concise, tactful key messaging.
  • Political acumen, with the ability to work closely with council and senior leadership.
  • Experience in technology procurement and external partner, vendor, contract management.
