Position Overview: The Director of Housing/O&M is responsible for the effective management of housing initiatives under CMHC, ensuring the upkeep of community buildings and infrastructure, maintaining Social Housing documentation, and pursuing funding opportunities related to housing and operations maintenance. This role demands strong leadership capabilities to guide staff and ensure the smooth operation of the department.


Key Responsibilities:
  1. Provide strategic direction and oversight for housing and operations maintenance programs, ensuring alignment with the community's long-term objectives.
  2. Formulate comprehensive strategies for housing development and infrastructure maintenance, establishing goals that cater to both immediate and future community requirements.
  3. Facilitate collaboration among housing, maintenance, and finance teams to enhance project planning and resource management.
  4. Oversee maintenance operations, ensuring efficiency without direct involvement in daily tasks.
  5. Support the Maintenance Manager in creating and executing thorough maintenance plans and activities.
  6. Approve maintenance strategies and project proposals, ensuring adherence to budgetary limits and community standards.
  7. Promote collaborative project management practices, fostering effective communication across departments.
  8. Maintain an overarching view of project progress and maintenance tasks, intervening strategically when necessary to allocate resources or modify plans.
  9. Ensure compliance with safety regulations and advocate for a culture of safety within housing and maintenance operations.
  10. Stay updated on industry trends, regulatory changes, and technological advancements to leverage innovative practices and efficient technologies for community benefit.
  11. Lead the funding application process for housing and O&M initiatives, collaborating with internal and external partners to secure necessary grants and financial support.
  12. Provide regular reviews and reports to the Executive Director and stakeholders, highlighting accomplishments, challenges, and strategic requirements.
Qualifications:
  1. Education: Bachelor's degree in Public Administration, Urban Planning, or Business Administration. Advanced degrees or certifications in housing management or Indigenous studies may be preferred.
  2. Experience: At least five (5) years of experience in Residential Home Building and Maintenance. Extensive experience in housing management, particularly with CMHC programs and Indigenous housing policies. Proven success in managing large-scale housing projects and securing grant funding.
  3. Skills: Exceptional leadership and communication abilities, proficient in financial oversight, strategic planning, and project management. Familiarity with provincial and federal building codes, Indigenous cultures, and the specific housing needs of Indigenous communities.
  4. Certifications: Relevant certifications in project management (e.g., PMP) or housing management specific to Indigenous communities (e.g., First Nations Housing Manager Certificate) are advantageous.
  5. Valid driver's license and reliable transportation.
  6. Current criminal record check.
Preferred Qualifications:
  1. Cultural Competence: In-depth understanding of the cultural, social, and economic contexts of the Indigenous communities served.
  2. Flexibility and Adaptability: Ability to adjust strategies and plans in response to evolving community needs or unforeseen challenges.
  3. Innovative Thinking: Capacity to devise and implement creative solutions to housing challenges within Indigenous contexts.
  4. Residential Home Inspection Certification.
