Key Responsibilities:

The Manager of Financial Policy, Planning and Corporate Reporting is responsible for providing strategic oversight in the formulation and execution of financial accounting policies applicable to the Senate, including those relevant to central government agencies. This role includes developing internal controls and quality assurance measures to mitigate financial risks and ensure adherence to Senate regulations. The incumbent will establish, monitor, and implement guidelines, standards, processes, and procedures for effective short and long-term financial resource management. Additionally, the position entails offering strategic counsel on financial planning and resource management issues while advising senior management on emerging financial management trends and challenges. The Manager will lead a team dedicated to delivering high-quality financial advisory services to various Senate directorates.

Eligibility:

This opportunity is open to the general public for one (1) indeterminate full-time position within the Finance and Procurement Directorate. This selection process may also be utilized to fill other determinate or indeterminate positions at the same level with similar qualifications.

Prerequisites:

  1. A degree from a recognized university specializing in accounting, along with a recognized professional accounting designation (e.g., CPA);
  2. Significant experience in financial planning, budgeting, and providing advisory services to management teams, as well as in the development and implementation of financial policies and controls;
  3. Experience in preparing briefing materials for senior management on a wide range of financial issues;
  4. Proven ability to provide strategic and operational advice in financial management;
  5. Experience in interpreting and enforcing financial policies;
  6. Experience managing a team of financial professionals;
  7. Experience leading the preparation of audited financial statements and public accounts;
  8. Experience in budget preparation, estimates, and corporate financial reporting;
  9. Familiarity with Unit4 corporate financial systems and Caseware for audited financial statement production is an asset;
  10. Experience in the finance sector of a Parliamentary Institution is an asset.
