Job Title: Change Management Consultant

Overview:

The Halifax Regional Municipality is seeking applications for the full-time, permanent role of Change Management Consultant within the Project Management Office (PMO) of Information Technology. Role Summary:

The Change Management Consultant will act as a catalyst for change, focusing on enhancing adoption rates, increasing utilization, and ensuring sustainable transformation to achieve organizational goals. This role involves close collaboration with the PMO to oversee a comprehensive change management program, integrating it seamlessly with project execution.

Key Responsibilities:

  • Develop and implement a structured change management strategy tailored to the specific needs of each project.
  • Lead initiatives that promote organizational readiness for change and foster employee engagement throughout the transition process.
  • Serve as the subject matter expert in change management, guiding Business Transformation projects to meet their objectives and maximize the benefits of significant investments.
  • Collaborate with business and project leaders to effectively manage change, mitigate associated risks, and enhance productivity during transitions.
  • Provide training and resources to empower Business Unit Managers to become effective Change Leaders in their initiatives.
  • Drive efforts to institutionalize Change Management practices within the organization, akin to established Project Management methodologies.
  • Offer support and guidance on corporate-wide initiatives aimed at fostering cultural shifts and enhancing management's change leadership capabilities.

Qualifications:

  • A university degree (Undergraduate or Master's) in Public Administration, Business Administration, Organizational Behaviour, or a related field. A major in Management is advantageous; equivalent combinations of education and experience will be considered.
  • At least five years of relevant management experience, particularly in projects that have driven significant organizational change.
  • A recognized Change Management certification is mandatory.
  • Proficient understanding of change management principles and methodologies.
  • Experience in managing project resources effectively to meet change management and business objectives.

Skills and Abilities:

  • Strong interpersonal skills with the ability to influence stakeholders at all organizational levels.
  • Capability to navigate complex environments with situational awareness and adaptability.
  • Familiarity with project management tools and lifecycle phases.
  • Exceptional communication skills, both verbal and written, including experience in conducting interviews and stakeholder engagements.
  • Solid analytical skills and business acumen, with a focus on problem-solving and root cause analysis.
  • Proven project management skills and familiarity with various project management methodologies.
  • Ability to adapt to rapidly evolving environments and apply insights to change initiatives.
  • Strong understanding of organizational policies and processes, including risk management concepts.

Work Status: Permanent, full-time

Hours of Work: Monday to Friday, 8:30 am - 4:30 pm; 35 hours per week

Salary: Commensurate with education and experience, aligned with the non-union pay scale.
