Job Summary

The Trade Compliance Specialist is responsible for varied trade relation functions to the client scope of work at CN. The position works in conjunction with direct management, client teams, and external parties as necessary to meet deliverables. The role is specialized in audit trade analysis and quality compliance, specifically classification, import and export operations, reconciliations, blanket amendments, and duty recovery. Furthermore, the incumbent is a Subject Matter Expert (SME) and provides superior customer service to ensure consistent quality of results.

Main Responsibilities

Audit Trade Analysis and Quality Compliance

• Develop customs compliance policies, procedures, and documentation including compliance reviews, internal self-assessments, and post entry audits
• Set strategy for export and import program that minimizes duty and reduce importing costs, such as duty drawbacks and duty refunds
• Lead the CBSA Assessment and Revenue Management (CARM) program for CN
• Liaise with customs authorities and other government agencies, ensuring compliance to local, national, and international regulations
• Communicate, coordinate, and assess transactional efficiency capacity and entry accuracy and overall service levels
• Lead the application and management of the harmonized tariff schedule for all import and export items
• Oversee daily audits of entries completed by Customs Brokerage Services (CNC) team
• Assist the Manager with daily workflow, contribute to process development and implementation as well as troubleshoot and resolve complex issues
• Handle blanket claims, duty recovery, national and advanced rulings, Canada Border Services Agent (CBSA) audits, tariff classification opinions (e.g., SIMA
anti-dumping assessments), database reviews and drawback claims
• Interact frequently with CBSA and other government departments for information and with respect to consulting audits, Detailed Adjustment Statements (DAS), and refunds

Customer Service Orientation

• Provide consulting to clients on duty rates and Canada-United States-Mexico Agreement (CUSMA)
• Create operational Standard Operating Procedures (SOPs)
• Perform research on a variety of regulations and trade-related topics
• Perform evaluation of commodities and classify appropriately

Exports and Valuation

• Qualify products for export
• Facilitate communication between customer, government, and transportation company to ensure compliance 24 hours prior to export
• Ensure that tariff codes are applied appropriately, and that the method of evaluation is accurate
• Handle additions and deductions (e.g., royalty payments and proceeds)

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The role requires minimal travel across Canada.

Requirements

Experience

Trade Compliance
• Between 7 to 10 years of experience in trade compliance
o In-depth experience with Canadian Customs imports and exports documentation, policies, and regulatory requirements

Education/Certification/Designation

• Bachelor's Degree in a related field
• Certified Customs Specialist
• Customs Trade Compliance Specialist
• Licensed Customs Broker

Technical Skills/Knowledge

• SME in import harmonized classification, post-entry amendment and evaluation, freight trade solicitation and qualification
• Advanced knowledge of government, CBSA regulations, Customs Act,
D-Memorandums and the U.S. trade requirements
• Proficient in Microsoft Office (Excel, PowerPoint) and Single Window
• Knowledge of CBSA Assessment and Revenue Management (CARM)
• In-depth knowledge of harmonized tariff classification, import valuations, and special trade programs
