Introduction
As a member of the department's management team, the Executive Director is responsible to lead and manage the Business Intelligence branch, providing advice and support to the Assistant Deputy Minister and Deputy Minister.
The Business Intelligence branch oversees three units:
1. Major Investments: Working closely with other departments and agencies to attract investment to Manitoba including foreign and domestic direct investment and business expansion.
2. Sector Development: Responsible for strategy development to promote and support business and supply chain expansion, industry engagement, market intelligence, trade and export development.
3. Business Navigation: Responsible for business development, management of single window, coordination with economic development agencies to support businesses across the province.

Qualifications:
- Post-secondary education in political studies, public administration, or business administration. An equivalent combination of education, training and relevant experience may be considered.
- Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future.
- Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
- Strong financial management experience with responsibility for human and financial resources.
- Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. Key Performance Indicators).
- Strong verbal communication skills with experience communicating complex information to a variety of audiences.
- Strong written communication skills with experience managing internal and external stakeholder relationships.
- Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
- Experience providing leadership and direction in the design and implementation of policies and programs.
- Experience building relationships with Indigenous people and implementing the principles of reconciliation.
Duties:
The incumbent in this position is responsible for, but not limited to, the following duties:
- Build a respectful workplace culture that promotes diversity, learning and continuous improvement. Directly manage a team of staff to achieve successful investment attraction, business navigation and sector development objectives. Allocate work, support staff development, and monitor performance.
- Lead short and medium term financial, human resource and business planning for the organizational unit within allocated resources and consistent with department and divisional goals. Contributes to longer term planning for the Investment and Trade division. Ensure all Branch employees understand how their work connects to department and government objectives.
- Direct the management of the human and financial resources of the Business Intelligence branch to deliver on operational and strategic mandates, ensuring the appropriate allocation of resources to maximize efficiency. Direct the preparation of authority seeking documents and/or ministerial correspondence.
- Establish collaborative relationships with a variety of internal and external stakeholders, including the Economic Development Agency (EDA), and lead interdepartmental working groups and project management related activities related to leads generated by the EDA.
- Develop and implement accountability mechanisms that include evaluation, performance measures, and reporting for the Business Intelligence Branch to the ADM. Monitor performance measures and outcomes, take corrective action where required, and report to senior leadership.
