Salary Grade: N08 From: $97,186.00 To: $121,483.00

Job Summary:

The Program Manager will be a proactive leader and instrumental in providing the VP Learning and Organizational Development support in making key decisions for the Division. Assist the VP through coordination and project management of Division responsibilities, including the gathering of research and analytical information necessary to facilitate executive decisions and action.

Provide technical advice and expertise to the VP, senior management and other internal/external stakeholders on business planning, risk identification, issues management and continuous improvement/best practices to support the division direction within the WSIB corporate plan.

Act as an entry-point for the Division and maintain effective communication channels to enhance performance, customer service and engagement.

Major Responsibilities:

- Provide support in the development of the division's business planning, business readiness and implementation processes including development and implementation of division-wide business solutions which align and support corporate plans and outcomes by:

- Liaising with senior management to facilitate and coordinate the development, implementation and monitoring of the division business plan
- Recommending modification to the strategic planning processes, as appropriate providing leadership and expertise in strategic, integrated and multi-year planning at the division level and setting the standards for the division
- Ensuring an internal and external environmental scan is completed and incorporated into the planning process considering performance measure, enterprise risk management, customer and employee feedback surveys, financials, etc.
- Responding to emerging issues/priorities and initiatives and developing strategies and recommendations to address, by providing thorough analysis on impact, including technical perspective, assessment and communication/change plans for the VP.
- Overseeing, obtaining, monitoring and analyzing information and issues to create business intelligence that supports the division in their ongoing planning and throughout implementation
- Problem-solving: issues management – able to intercept and bring the issues and possible solutions to the VP.
- Supporting the translation of the division multi-year and annual business plans into a portfolio of executable programs, projects and initiatives with charters, outcomes and specific timeliness
- Assisting in the identification and corporate alignment of/division measures and predictive indicators to support achievement of cluster/corporate targets
- Identifying issues impacting the performance of the division and its deliverables and ensuring they are being addressed
- Serving as entry point for cross-divisional cluster issues and providing innovative solutions/recommendations to address issues, gaps or opportunities to improve cluster/division effectiveness

- Lead the development and implementation of a continuous improvement program within the Division by:

- Board reporting obligations: capable of reviewing drafts submissions, evaluate them and collaborate with business areas to refine to the appropriate level- if applicable
- Leverage business knowledge at the enterprise level as a frame of reference for the program work within the larger organizational context. Connect program responsibilities to the broader organizational goals.
- Identifying and developing business improvement solutions to address gaps or deficiencies in order to maximize cluster/division effectiveness;
- Ensuring follow-up evaluations are completed on proposed issue resolutions and business improvement solutions developed
- Coordinating research to support business planning using various business analysis techniques taking into account factors, such as political, economic, socio-cultural and technology developments; reviewing and interpreting results of the research to support Division management's understanding of the factors, trends and influences impacting their outcomes

- Lead the development and distribution of consistent division-wide communications by:

- Developing and maintaining effective communication linkages and strategic alliances with other WSIB divisions to promote alignment of cluster objectives,
- Maintaining awareness of WSIB/cross-cluster/division initiatives and strategies,
- Identifying issues and trends that may impact the cluster/division to achieve business outcomes.
- Ensuring messages are appropriately aligned and support the corporate plan and direction;
- Developing a communication schedule to enhance cluster/division staff engagement and understanding of priorities;
- Exploring, developing and enhancing new processes to increase two-way communication with staff and management;
- Generating communications and other channels to engage staff in understanding and contributing to organizational goals;
- Evaluating success of communication efforts

- Lead and/or participate on intra-and inter-cluster/divisional project teams involving business planning and continuous improvement initiatives. Collaborate with other areas as applicable to ensure project work is aligned and integrated with other programs. Participate as a member of the division's management team in the development of division goals and objectives in support of the cluster/corporate goals and objectives

Job Requirements:

1) Education requirements:

- Undergraduate university degree.
- Working towards a Master's degree preferred

2) Experience:

- 5-7 years in business administration, project management, etc.
- Knowledge of applicable acts, legislation and policies; project management and change management methodologies; business readiness and risk management principles; etc.
- Experience with issues management, proactive problem solving and high level communication with multiple stakeholders
- Self-motivated, problem solver and analytical thinker
- Excellent verbal and written communication skills
- Innate curiosity and ability to self-start in an ambiguous and rapidly-changing environment

Preferred experience:

- 7-8 years in business administration, project management, etc.
- Knowledge of applicable acts, legislation and policies; project management and change management methodologies; business readiness and risk management principles; etc.
