In this role, you'll partner with hiring managers to develop and implement end-to-end recruitment solutions for union and non-union roles, ensuring a seamless and engaging hiring experience. You'll craft strategic hiring plans, job descriptions, design assessment tools, screen applicants, and manage the job offer process. Leveraging contemporary talent sourcing methods—including LinkedIn, social media, Boolean searches and networking strategies —you'll proactively identify and engage top talent, particularly for hard-to-fill roles and build talent pipelines. You'll also promote the City's employer brand and diversity initiatives, fostering connections with external organizations and professional associations.

As a trusted Talent Acquisition advisor, you'll also provide expert guidance on HR policies, employment legislation, collective agreements, and best practices to support hiring decisions. You'll collaborate with internal teams—including Employee Relations, Payroll, Legal Services, and Disability Management—to address hiring challenges and ensure compliance. Additionally, you'll research and implement emerging talent acquisition trends, contribute to modernizing recruitment processes, and use data-driven insights to inform strategies.

Beyond sourcing talent, you'll have the opportunity to mentor and coach Associates, deliver training on best practices, and represent the City at career fairs and industry events. Your expertise in problem-solving, stakeholder collaboration, and strategic workforce planning will be instrumental in building a high-performing, inclusive workforce for Toronto's future.

What You Bring to the Role:

- Considerable experience managing full-cycle recruitment processes in large, complex organizations. Experience working in unionized environments an asset.
- Experience utilizing a variety of contemporary talent sourcing strategies and tools.
- Post-secondary education in a relevant discipline or the equivalent combination of education and/or experience in human resources. CHRP professional designation is an asset.
- Strong ability to build working relationships with various stakeholders, providing consultative support, and ensure a positive hiring experience.
- Ability to manage multiple recruitment projects in a fast-paced environment with shifting priorities.
- Ability to anticipate workforce needs and challenges and develop innovative recruitment solutions.
- Excellent problem-solving and conflict resolution skills with the ability to identify solutions and manage competing stakeholder needs.
- Strong understanding of employment laws, HR policies, and best practices to guide hiring decisions and provide value-added strategic advice.
- Strong written and verbal communication skills for clear and professional interactions.
- Proficiency in MS Office; experience with SAP and SuccessFactors is an asset.
