The Alberta Public Service (APS) is taking a One Finance approach to the delivery of financial services. This competition will be used to fill a variety of positions at the Budget Officer 2 classification level across the Government of Alberta.
The Government of Alberta (GoA) is looking for strategic financial thinkers to fill a current Budget Officer position.
In this role, you will support in the preparation and administration of Alberta's annual capital budgets and quarterly fiscal updates. Your responsibilities will include supporting the team in consolidating all ministries' capital submission and providing support and advice to Treasury Board Committee. This position will require a strong understanding of the GoA's diverse capital funding programs and expertise in financial management and oversight functions of the provincial government.
You will be responsible for analyzing financial data, preparing budgets, and providing strategic advice to support decision-making. This includes delivering comprehensive financial planning, forecast projections, budget analysis, actual spending reports, and consulting services of your assigned portfolio. Financial planning is also the primary liaison with Treasury Board and Finance for the budget and fiscal update process. The role will involve compiling and synthesizing large volumes of data, producing clear and effective analysis, and preparing reports for senior management and Treasury Board to facilitate informed decision making.
As the successful applicant you will establish and maintain solid ongoing working relationships within the organization and across government. You must demonstrate highly developed interpersonal skills, attention to details, written and verbal skills, as well as advanced analytical and problem-solving abilities. Thorough knowledge of financial planning concepts and demonstrated ability to conduct financial analysis are critical to success. Preparation of timely and accurate briefing materials, reports, and management briefing documents are also key to success in this role.
Qualifications
University graduation in a related field such as Business, Finance, Accounting, Commerce or Management plus two years related experience; or equivalency as described below.
Required:
1. Experience working with relevant financial information systems, reporting tools and software (e.g., ERP/SAP).
2. Ability to manipulate data sets using Excel.
3. Experience preparing briefing materials and presentations that translate financial data into meaningful information for decision makers.
4. Knowledge of financial administration, monitoring, projecting, costing and budgeting concepts, accounting practice and tangible capital assets.
5. Experience in preparing and overseeing complex budget forecast submissions within a large organization.
Assets:
1. Canadian professional accounting designation (CPA or legacy designation) or equivalent.
2. Knowledge of PSAS (Public Sector Accounting Standards) and the ability to interpret PSAS for the monitoring, recording, reporting and interpretation of financial information.
3. Experience using complex financial planning and analysis applications including Fiscal Amounts Tracking Sheet (FATS).
