TEC is seeking two dynamic professionals to join our Strategic Policy and Business Services Branch: a Manager, Legislative Planner and a Senior Legislative Analyst. As Manager, Legislative Planner, you will lead the department's legislative planning and development efforts, providing strategic advice and direction on high-priority legislative initiatives. You will work closely with senior executives and cross‑ministry teams to ensure legislation aligns with departmental goals and broader government priorities. Your leadership will guide the creation of legal frameworks that support programs, services, and long‑term transportation strategies.
As Senior Legislative Analyst, you will support the development and implementation of legislation, regulations, and legal instruments. Reporting to the Manager, you will collaborate with policy teams, legal counsel, and senior officials to translate policy into effective legislative language. Your work will help ensure that TEC’s legal instruments are clear, aligned, and responsive to Alberta’s evolving transportation needs.
Your key responsibilities include:
- Leading the development and implementation of departmental legislation, regulations, and legal instruments.
- Advising senior executives and elected officials on legislative strategy, timing, and feasibility.
- Coordinating legislative planning across ministries and stakeholder groups.
- Preparing and reviewing drafting instructions and legislative documents.
- Monitoring legislative trends and identifying opportunities for strategic change.
- Managing legislative processes, timelines, and approvals.
- Supporting major restructuring initiatives through legislative amendments.
- Analyzing Private Members’ Bills and advising on departmental positions.
Role Responsibilities cont.
- Supporting the development, review, and implementation of legislative instruments.
- Collaborating with Legal Services and Legislative Counsel to shape legislative projects.
- Advising departmental teams on legislative impacts and processes.
- Drafting instructions and managing approval workflows.
- Monitoring legislative developments and analyzing implications.
- Maintaining tracking systems and reporting tools.
- Building relationships across the department and Executive Council.
- Providing project leadership and acting roles within the Legislation and Policy Development team.

Qualifications
Required:
- A related university degree (e.g., Political Sciences, Social Science, Business, Law, etc.), and a minimum of four (4) years of related experience. Equivalencies may be considered.
- Applications without cover letters demonstrating how your skills and experience relate to the role will not be considered. It will be used to assess writing and communication skills.
- Proven leadership in cross‑ministry collaboration and strategic planning (only a requirement for the Manager, Legislative Planner position)
- Strong research, analytical, and strategic thinking skills.
Preferred:
- Experience in legislative planning, development, and drafting within government environments.
- Familiarity with legislation relevant to Transportation and Economic Corridors (e.g., Traffic Safety Act, Highway Development and Protection Act).
- Experience in project management.
Equivalencies are:
- A related two‑year diploma and a minimum of six (6) years of related experience; a related one‑year certificate and a minimum of seven (7) years of related experience; or a minimum of eight (8) years of related experience in lieu of formal education.
- These positions are full‑time roles with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm).
