Duties
The Realty and Municipal Services team of Jasper National Park is responsible for the land administration of over 1500 leasehold properties (residential and commercial) in Jasper, Alberta. PM-03 Realty Officer: Delivers realty program services and provides related advice for the use, occupancy and administration of Parks Canada Agency (PCA) land and buildings in Jasper National Park. Specifics of the position: The Realty Officer’s primary responsibilities may include: (1) reviewing legal documents relating to the sale of properties, mortgages, sublease/tenant agreements to ensure Parks Canada’s administrative requirements and procedures are met; (2) liaising with Jasper residents, law offices and realtors on matters relating to leasehold properties in Jasper, Alberta; (3) commissioning statutory declarations; (4) drafting documents such as leases, forms, letters, correspondence and preparing documents for signatures; (5) liaising with the national land registration office on record keeping; (6) filing documents, labelling, uploading documents into the national land registration system, organizing digital and hard copy records, and reporting on data from these records; (6) conduct file audits and research for realty related queries. PM-04 Realty Advisor: Coordinates and delivers realty program services; provides technical advice, guidance and recommendations to management; provides functional guidance to Realty Officers on the occupancy, use and administration of Parks Canada Agency (PCA) land and buildings in Jasper National Park. Specifics of the position: The Realty Advisor’s primary responsibilities may include: (1) preparing land agreements such as leases and licences of occupation; (2) conducting file audits and research to provide in-depth and/or strategic recommendations on appropriate land use, land rent, and other realty considerations; (3) preparing formal documents such as approval forms, recommendations, briefing notes, letters, other correspondence; (4) providing support and oversight to the realty team including reviewing and editing documents; (5) liaising with other field unit departments on realty related projects; (6) engaging in lease negotiations for new agreements; (7) reviewing complex eligible residency files and providing solutions based recommendations.

Work environment
Parks Canada is a federal government agency responsible for the protection and presentation of Canada’s outstanding natural and cultural resources through a system of national parks, national marine conservation areas and national historic sites in all regions of Canada. These positions are located in Jasper National Park. Jasper is the largest and wildest of the Rocky Mountain National Parks extending over 11,000 square kilometers. Over 2 million visitors a year come to explore the glaciers of the Columbia Icefield, hot springs, lakes and waterfalls and the twinkling galaxy of stars.

This position will be used to fill a 12-month vacancy on a term, acting, or assignment basis with the possibility of extension. EDUCATION:
A secondary school diploma or acceptable combination of education, training, and/or experience. Graduation with a degree or diploma from a recognized university or college with a specialization in legal studies, law, public administration, or land use/community planning, or other related field is an asset.

EXPERIENCE (PM03 / PM04):
EX 1: Written communication such as writing, reviewing, editing/proofreading documents;
EX 2: Participating in engagement with commercial operators/businesses, or government/municipal administrations, or professional groups, or other stakeholders, or the public;
EX 3: Managing and organizing documents/data including but not limited to filing; or inputting information in a database or registry; or generating reports from a database/registry; or conducting audits, or compiling data, (other examples of data management may also be accepted).

EXPERIENCE (PM04 only):
EX 4: Drafting/preparing at least one of the following: legal documents, contracts, policy briefs, formal recommendations, reports, planning documents, proposals, summaries, memos, essays, research papers or position papers, etc. (other forms of academic or professional writing may also be accepted);
EX 5: Conducting research and analysis of legislation/regulations, or policies/procedures, or terms and conditions of contracts, or guiding documents/standards, or legal opinions/case law, or peer‑reviewed journals, or government publications, or other library resources (other examples of research and analysis may also be accepted).

KNOWLEDGE:
K1: Knowledge of the Canada National Parks Act and the National Parks of Canada Lease and Licence of Occupation Regulations and other legislation, regulations, and policies relevant to real property and development in national parks in Canada.
K2: Knowledge of Parks Canada realty terminology and concepts such as: lease, licence of occupation, memorandum of understanding/agreement, service contract, eligible residency, easement, assignment of lease, ministerial consent, appraisals, subdivision of land, and real estate terminology or property law.

ABILITIES:
AB1: Communicate effectively both orally and in writing.
AB2: Prepare concise, accurate briefing materials and realty instruments;
AB3: Provide solutions‑oriented approaches to dealing with conflict;
AB4: Analyze, interpret and make recommendations on land use based on relevant legislation, regulations or policies (PM-04 only).
