Recognized for four consecutive years as Canada’s Fastest ISP with an industry-leading net promoter score of over fifty, telMAX is continuing its rapid growth plan to bring its all-fibre network to residential and business customers across Southern Ontario.
Your Position & How You Will Contribute
Reporting to the VP, Design and Construction, the Planning and Engineering Director is responsible for leading the strategic planning, design, deployment, and continuous improvement of the company’s fibre network infrastructure. You will ensure the network architecture, rollout strategy, and engineering operations align with business growth, community commitments, service excellence, and future technology needs (e.g., automation, scalability, Engineering Standards etc.). You will manage a team of managers, planners, designers, GIS specialists, and coordinate with municipal/utility partners, vendors, and internal functional teams to deliver high-quality fibre network deployments and services.
Responsibilities & Key Duties
Network Strategy & Architecture
- Define the network infrastructure strategy for telMAX’s expansion into new communities and upgrades in existing ones.
- Develop fibre network architecture, including FTTx, access, distribution, backbone, and service delivery systems, ensuring scalability and futureproofing to SFUs, MDUs, and Businesses.
Planning & Deployment
- Lead end-to-end planning of network deployments: PoP Site deployment, Pre-Eng Locates, LiDAR, permitting, utility coordination, Feeder designs, and fibre routing.
- Oversee Engineering, GIS, and Pre-engineering Locate vendors and contractor engagements.
Process, Quality & Automation
- Implement best-practice engineering processes, documentation standards, quality assurance, and verification of builds against plan.
- Lead the integration of automation and network management tools to support rapid scaling and efficient service delivery.
Cross-Functional Collaboration
- Collaborate with the PMO, Construction, Field Operations, and Network Engineering to ensure smooth handover from design to service.
- Coordinate with Product, Marketing, and Sales teams to ensure network readiness for new services.
- Work closely with municipal governments, utilities, regulatory bodies and community stakeholders to facilitate right-of-way, permits, local partnerships and public communications.
- Support vendor management and legal teams for contracts, technology supply, maintenance agreements, and scorecards.
- Build, mentor, and lead a high-performing team of network planners, design specialists, and support staff.
- Champion a culture of accountability, agility, collaboration, innovation, and community-first mindset.
- Drive professional development, set team KPIs (e.g., time to deploy per neighbourhood, build cost per home passed, service activation time, network availability) and regularly report to senior leadership.

- Project and resource management, including CAPEX/OPEX oversight.
Experience
- 10+ years of relevant telecommunications network planning and engineering experience, preferably with 5+ years in a leadership/director role.
- Deep technical expertise in fibre-optic networks (FTTH/FTTP), passive and active infrastructure, OLT/ONT technologies (e.g., XGS-PON), network architecture design.
- Proven track record of managing large-scale network rollout projects (hundreds to thousands of homes passed) across multiple municipalities.
- Experience collaborating with multi-vendors, coordinating civil build, fibre plant, electronics, and service delivery.
- Strong understanding of the Canadian telecommunications regulatory environment, municipal permitting, right-of-way, and utility coordination.
- Demonstrated ability to lead automation initiatives, network management tools, and operations efficiency programs.
Education
- Bachelor’s or master’s degree in Electrical/Electronic Engineering, Telecommunications Engineering, Civil Engineering, or a related field.
