DESCRIPTION OF TASKS

1. Carries out analyses, surveys, compilations and verifications in preparation for annual or supplementary taxation (general, special, service and local improvement taxes).
2. Maintains the collection roll by making various changes and verifies its accuracy based on data provided by the relevant divisions.
3. Audits, prepares and invoices transfer taxes.
4. Follows up on various billings.
5. Prepares and records the necessary data related to annual invoicing and additional invoicing and ensures that invoices are sent on time.
6. Reconciles taxation parameter statistics with loan settlement file controls and other sector controls.
7. Compiles and provides, upon request, statistical information required for the submission of a regulation and participates in the preparation of various statistical or administrative reports.
8. Provides information and explanations within the limits of his/her responsibilities based on regulations, policies or established objectives and communicates with the M.R.C. on matters relating to his/her responsibilities.
9. Calculates and prepares orders for reimbursement or adjustment of taxation in accordance with the reports of the R.C.R.'s Board of Revision, the Office of the Registrar of Fees and the Assessment Department, calculates interest adjustments, compiles, prepares and records cancellations of charges and forwards them to the Commission.
10. Performs tax credits in accordance with the current program and maintains appropriate records.
11. Receives returned cheques and carries out the procedures for cancelling receipts and notifying the persons concerned.
12. Verifies the accuracy of tax certificates.
13. Makes changes of taxpayers' addresses and ensures computer follow-up.
14. Supervises the reconciliation of the various collection operations (SIPC, leisure, taxation and various invoices) and the processing of collection batches and reconciles, monthly with the accounting, the taxes to be received.
15. Responsible for the sale tax file, follows the procedures for the transmission of the list to the person in charge and maintains the inventory of properties belonging to the municipality.
16. Responds to telephone or counter inquiries regarding tax issues and resolution, as required.
17. Prepares the necessary documents for the overall tax rate.
18. Makes bank deposits.
19. Verifies the accuracy of the accounting coding of payroll data.
20. Approves salaries to be paid prior to final payroll processing.
21. Reconciles, monthly, the auxiliaries with the general ledger.
22. Performs various analyses and reconciles, on a monthly basis, the balance sheet items.
23. Support the Director of Finance in the preparation and compilation of data for the annual budget.
24. Extracts information from a file or other set of documentation or collects data otherwise arranged for the preparation of tables, control sheets, reports, statistics, for verification or classification.
25. Responsible for daily backups.
26. Monitors access to the various computer equipment when hiring employees or when employees leave.
27. Liaison officer for IT, receives requests from the various departments relating to computer and telephone problems, forwards requests to the IT consultant if necessary.
28. Identifies needs or problems related to his/her tasks and submits to his/her supervisor any suggestions or recommendations likely to improve operations.
29. Performs any other tasks related or similar to the tasks mentioned above.

REQUIREMENTS AND QUALIFICATIONS

1. Possess a college-level diploma (DEC) in administrative technology or a certificate in accounting.
2. Have acquired a minimum of three years of experience.
3. Excellent knowledge of the French language.
4. Good knowledge of the English language.
5. Have an appropriate knowledge of computers (word processing, spreadsheet, Windows).
6. Be dynamic, show initiative, possess good judgment and good organizational skills.
