About the Role:

The Training and Certification Officer – Municipal Works will be accountable for ensuring adequate training and education is provided for staff in job positions and/or completing job functions that are subject to on-going competency requirements including provincial licenses/certifications, technical competency assessments for regulated work tasks and/or internal certifications required by the City for due diligence.

The Training and Certification Officer will work closely with Division Managers in Municipal Works and Environmental Services to understand priorities and needs for maintenance and/or development of staff knowledge and skills related to technical work Regulations under: Safe Drinking Water Act, Ontario Water Resources Act, Highway Traffic Act, and Municipal Act. The position will also liaise with Provincial ministry personnel to understand the training assessment framework that will be used to determine adequacy of and documentation requirements for in-house training delivered by Unit Supervisors and other City staff.

What You Will be Doing:

- Lead needs assessments to determine emerging requirements for staff technical/academic knowledge and skills training in response to new/changing Provincial Regulatory requirements.
- Conduct analysis of working environment and job functions for training programs; prepare outlines for new/revised internal training programs.
- Recommend program priorities, scope and develop program framework, policies, and training plans for technical and field staff.
- Lead technical learning project teams and consult with managers in the development, design and delivery of training courses to ensure outcomes address both regulatory and other corporate goals.
- Review education and training background of city staff and develop, in consultation with applicable manager, a customized training matrix to ensure staff are utilized to full potential.
- Develop/implement learning measurement and training evaluation methods and tools by assessing learning results, evaluating instructional effectiveness to ensure high quality and effective learning is achieved.
- Lead or participate in the Request for Proposal (RFP) process for external vendors.
- Liaise with staff at the Ontario Water Wastewater Certification Office to ensure that required internal training is structured to achieve recognition by the Ministry of Environment, Conservation and Parks.
- Manage the delivery of training programs. Select resources, including subject matter experts, external training service providers, and individual consultants.
- Provide course materials, and review course materials of external resources to ensure suitability of materials for City purposes.
- Manage external vendors, technical training budgets and develop program financial guidelines and procedures.
- Supervise the activities of support staff responsible for coordinating and scheduling the delivery of training programs/courses and maintaining training records.

These responsibilities outline the principal functions of the position and serve as a guiding vision for the role's impact and contribution.

About You:

Qualifications:

- Post-secondary education at the Advanced Diploma or Bachelor’s Degree level in a relevant discipline.
- A minimum of five (5) years related experience, preferably in a municipal engineering or operations environment combined with demonstrated experience in assessing, developing, and implementing training programs.
- Eligibility for membership in the Ontario College of Teachers is an asset.
- Knowledge of adult education principles/practices (e.g., learning needs assessment, program design, development strategies/methods).
- Knowledge of relevant Ministry (MOECC, MTO, MOL) legislative interdependencies to review and develop technical training programs.
- Understanding of, and experience working with the Safe Drinking Water Act and related Regulations, Municipal Act and Minimum Maintenance Standards Regulations, Ontario Water Resources Act and related Regulations, and Highway Traffic Act and Related Regulations.
- Familiar with financial policies to effectively manage program budgeting including external billing policy, guidelines and processes for billing and recoveries of external participants.

Skills:

- Excellent oral and written communication skills as well as knowledge of instructional design in order to prepare training/technical content.
- Ability to use effective training and presentation techniques to guide instructors and teach courses to staff.
- Collaborative and inclusive mindset with strong sense of ownership and initiative.
- Advanced proficiency with Microsoft Office, particularly with Excel to analyse data, identify insights and evaluate training needs/objectives.
- Procurement practices, policies, directives to lead and/or RFP’s and award contracts.

Other Requirements:

- Proven completion of Ministry of Labour Worker Health and Safety Awareness training.
- A demonstrated commitment to enhancing a safety culture.
- Proof of education will be required upon hire.
