The Learning Centre leads corporate learning across the BC Public Service ensuring all employees have access to high quality, consistent core learning and development opportunities throughout their careers. Corporate learning equips employees, supervisors, managers and senior leaders with skills and tools to help them thrive in their roles and lead in the dynamic and modern context we’re in. The Learning Centre works with partners across the BCPS in the development and delivery of priority e-learning, face-to-face, online and blended resources and programs for the corporate audience.

The Learning Specialist role is responsible for using a variety of practices to oversee, create and facilitate innovative and engaging learning solutions to achieve strategic business outcomes. The role will at times be involved in one or more elements including but not limited to consultation with key business partners to define learning needs, conduct research, recommend learning approaches and design, develop and deliver integrated, comprehensive training solutions. This requires strong organizational sense-making, research, analysis, design and delivery skills. Individuals in this role have the opportunity to specialize in the learning and development continuum, as appropriate and as required by organizational priorities.

**Job Requirements**:

- Post-Secondary degree in a related field such as education and/or adult education, human resources, leadership, organizational development, communications, public administration, or equivalent. A combination of education and experience will be considered.
- A minimum of 4 years’ experience in at least two of the following areas:

- leading and managing all aspects of complex learning initiatives
- analyzing client needs, planning learning solutions and designing and developing learning and training using a wide range of learning technologies
- experience facilitating and delivering learning to participants at all levels
- Experience analysing partner and client learning needs, problem solving, recommending learning solutions and strong consultative skills
- A minimum of 2 years’ experience in leading project teams using project management principles
- A minimum of 4 years’ experience with learning development tools and advanced Microsoft Skills (Powerpoint, Word and Excel)

For learning management systems skills specifically:

- Preference will be given to applicants with learning management systems (i.e. Moodle) experience, API work, planning large complex systems and connections between systems

For learning resource build skills specifically:
Preference will be given to applicants with learning management systems (i.e. Moodle) experience
- Preference will be given to applicants with web tools experience including HTML5, and/or CSS, and/or Dreamweaver, and/or WordPress, and/or content management systems, and/or video editing (i.e. Adobe Premiere) and other related to e-Learning.
- Preference will be given to applicants with demonstrated expertise in graphic design with Adobe Photoshop and Illustrator, and the development of learning materials with accessibility in mind.

**About this Position**:
There is one position available, for learning management systems work specifically.
This position is for a temporary appointment, which may be come permanent.
This position can be performed in Victoria, Vancouver, Nanaimo, Kamloops, Prince George or Nelson.
This position is excluded from union membership.
An eligibility list maybe established for future permanent and/or temporary positions.
