The Town of Channel-Port aux Basques is seeking a qualified individual to fill the position of Superintendent of Public Works.

As part of the Town’s management team, under the general direction of the Town Manager, the Superintendent of Public Works supervises all Public Works employees and manages the day-to-day operations and maintenance of municipal infrastructure, such as water, sanitary sewer, storm sewer and storm water drainage, roads, snow clearing/snow removal, buildings and other Town properties.

This position involves planning, organizing, directing, supervising and reporting on all aspects of the Town’s Public Works operations, as well as, regulatory compliance, training, supervision and safety issues. Considerable knowledge, independent judgment and discretion is required.

**Duties and Responsibilities**:

- Manage and supervise operations and employees of the public works departments including providing direction to department Foremen to carry out the necessary work schedule for all municipal infrastructure, utility systems and Town facilities.
- Liaise and coordinate with the other Town departments such as Recreation, Tourism or Community Events to assist with resources where possible to carry out the Town responsibilities as necessary.
- Supervise and develop department employees so they are knowledgeable and capable of effectively performing and carrying out their responsibilities and be readily available to identify and satisfactorily address any issues or concerns of employees
- Communicate with contractors and the general public to carry out various public works functions, projects and/or to identify and resolve any concerns that arise
- Oversee Town infrastructure such as all municipal utility water and sanitary sewer systems, storm sewer systems, roads, ditches, culverts, manholes, etc. to ensure all systems are operating safely and efficiently and respond as required to address any problem areas or safety concerns
- Direct and supervise general maintenance, including grass / tree / brush cutting, painting, construction projects, plumbing and electrical repairs, etc.
- Work with the Town Manager to determine both short and long term budget planning and assist in the preparation of budgeting for initiatives / projects, and requirements including budget management of such.
- Respond in an appropriate and efficient manner to inquiries, complaints and other

communications from Council, Management, contractors, external bodies or members of the public
- Direct and oversee the winter operations and maintenance of all municipal streets, roads, sidewalks, municipal parking lots, utility facilities and hydrants
- Promote a positive image of the Town and the Public Works Department
- Perform other related duties and responsibilities as may be required

**Required Knowledge and Skills**:

- Completion of a Civil Engineering Technology or related discipline. Additional educational certificates, courses or training in areas of construction, public utilities,

or employee relations would be an asset
- 5 plus years of experience in a municipal or construction environment, including

3 - 5 years of supervisory experience. A combination of education and experience
will be considered.
- A valid Class 5 License, also, Class 3 and/or Class 8 licenses would be an asset
- Knowledge in the operation and maintenance of heavy equipment, trucks, and additional equipment utilized in a public works operation is required.
- Effective inter-personal, communications and written skills with an ability to lead, supervise, manage, mentor, motivate, team-build and connect with people will be a definite asset.
- The work environment is both indoor and outdoor with exposure to outside elements

in all seasons with a physical demand from time to time. Hours of work may be varied, pending the work requirements. On call requirements are required for this position.
- The ability to successfully deal with a mix of priorities and be able to problem solve under various work conditions and timelines.
- The ability to act with tact and discretion around sensitive issues or situations and to maintain confidentiality.
- Ability to obtain certifications levels in both water distribution systems, as well as, wastewater collection and treatment systems.
- Experience with various software programs such as AutoCAD / CivilCAD, Microsoft software (i.e. Excel, Word, and Databases) is an asset.
