An exciting opportunity exists to join the Department of Health and Wellness as the Program Manager for Physician Medical Education. Reporting to the Project Executive of Physician Services, the Physician Medical Education Manager is accountable for the strategic management, execution and evolution of provincial physician resource and medical education planning. Medical education is an essential element to the provision of the healthcare needed by Nova Scotians and is key to recruiting and retaining the best physician talent. From expansion of family medicine training to the establishment of a new medical campus, to training the latest specialists, Nova Scotia delivers vital training and services to support all of Atlantic Canada. Recruitment and retention initiatives are also maturing to ensure Nova Scotia continues to be a favoured destination.

**About Our Opportunity**:
As the Physician Medical Education Manager, you will be responsible for the evolution in strategic governance, operational oversight, program validation and financial accountability to ensure alignment of all current and future medical education programs with government and DHW priorities. You will work with considerable autonomy representing the Department in complex multi-stakeholder initiatives, consultations, and negotiations with Maritime Resident Doctors (MARDOC), the Faculty of Medicine at Dalhousie University, Department of Advanced Education, Office of Healthcare Professional Recruitment, the Nova Scotia Health Authority and IWK, Doctors Nova Scotia (DNS), and the College of Physicians and Surgeons (CPSNS). You will provide valuable strategic advice/recommendations to improve mutual relationships/impacts and be focused on collaboration and relationship development across stakeholders.

**Primary Accountabilities**:
1. Financial Accountability:
- Ensures the effective management of medical education financial resources by ensuring establishment of clear contractual deliverables with stakeholders, accurately forecasting budget requirements for the fiscal year, monitoring revenues and expenditures, and managing program expansion requests.
- Ensures the continual validation of incentive effectiveness to direct policy amendments and ensure effective return on investment.

2. Manages strategic physician resource management and policy development- Provides operational advice at the Physician Services management table.
- Manages best practice research, consulting with counterparts in health system and partner organizations.
- Plans/drafts proposals for executive sign-off as required for submission through cabinet approval processes, and plans/manages the implementation of approved program/policy proposals.
- Responsible for the development of physician medical education policy as well as validation, innovation and evolution of new physician incentive programs.
- Provides timely responses to media and government on emerging issues specific to medical education and physician incentive effectiveness. Works with Communications staff preparing various communication tools and vehicles (e.g., webpages, speeches, media releases) and may be required to represent DHW with the media.

3. Physician Resource Planning:
- Responsible, on behalf of DHW for monitoring eligibility criteria for the Canadian Residency Matching Services and post-graduate institutions, identifying and managing all residency seat allocation for the province.

4. Stakeholder Collaboration and Engagement- Primary DHW point of contact for Dalhousie Medical School and represents DHW for all negotiations surrounding medical school funding, programming, resident education, etc., and has primary responsibility for liaising with Dalhousie’s Faculty of Medicine to ensure medical school admission and academic program requirements serve the best interests of Nova Scotians.
- Represents DHW in issues management and negotiations with Maritime Resident Doctors (MARDOC) including, for example, salary and benefits negotiations, work hour guidelines, educational opportunities.

5. Program Validation- Complete background analyses including researching cost implications, identifying trends in resident, preceptor and academic leadership reimbursement throughout the country, and identifying opportunities to support the recruitment and retention of medical residents following completion of their post-graduate training programs.
- Maintains interprovincial contacts to ensure that the benefits offered to residents trained in Nova Scotia are comparable with those offered in other provinces.
