**Summary of Duties**
Reporting to the Manager, Employment Programs Operations, the Employment Program Coordinator works as part of a team to oversee the delivery and performance of the regional employment service system for the geographical area of London, Middlesex, St. Thomas, Elgin, and Oxford, with a particular focus on the administration of contracts with service providers in these communities.

Working within established standards and protocols, the Employment Program Coordinator is a primary point of contact with service providers to support their service agreements, which includes monitoring performance, providing information, addressing operational issues, and providing support in meeting performance and service standards established in the contract.

**Work Performed**
Support the administration of services and contracts with designated service providers across the region and establish effective relationships and advance the strengths of service delivery providers.

Monitor ongoing service provider performance to ensure contractual obligations and outcome targets are met. Support development of a performance improvement plan, if required, and monitor implementation of the plan for success.

Liaise with service providers related to the particulars of individual contracts and address day-to-day operational issues, escalating issues to the Manager as required.

Conduct audits and reviews of contracted and internal services according to established procedures and report on performance outcomes to both the Manager and service providers.

Work collaboratively with team members across the program area to provide information and report on service provider’s performance indicators, budget, and financial data.

Maintain strong knowledge of relevant guidelines, legislation and regulations including Municipal Freedom of Information Protection of Privacy Act / Personal Information Protection and Electronic Documents Act, Accessibility for Ontarians with Disabilities Act, and insurance policies, and ensure service providers’ adherence, as required.

Work collaboratively with local partners, including municipal Ontario Works, Ontario Disability Support Program offices, employment and other service providers, employers, and clients to better understand and respond to needs of diverse and marginalized individuals.

Participate as a team member in the coordination, scheduling and delivery of information and in-service sessions to support service providers.

Develop general protocols and procedures regarding contract implementation, maintenance and reporting to meet provincial and municipal standards.

Develop and implement policies and procedures to provide direct client services within the region and efficient referrals of clients to community agencies.

Participate in the development and implementation of tools and resources to increase public awareness and stakeholder engagement for employment services and supports across the region.

Act as a main point of contact for all stakeholders to address questions, problem solve issues and share up to date information related to employment service delivery in the region.

Review and recommend for approval service provider invoices and funding advance requests, monitor financial incentives and issuance of Employment Related Expenses (ERE); approval of ERE spending and unusual requests.

Participate in the comprehensive review of programs and services for the purpose of enhancing local capacity, highlighting program effectiveness, and improving program delivery across the region.

Maintain an ongoing awareness of changes in the local employment market, and barriers to employment experienced by individuals and communities within the region, to inform program, policy and contract development.

Perform related duties as assigned.

**Qualifications/Experience** QUALIFICATIONS**:
Completion of a two-year Community College Business Diploma.

**E**XPERIENCE**:
Three years of relevant business-oriented work experience in the employment services or social services sector is required.

**Specialized Training & Licenses**
Class G Driver’s licence and access to transportation.

**Skills and abilities in the following areas are necessary**:
Demonstrated understanding of issues related to unemployment and under-employment.

Demonstrated understanding of the systemic barriers that prevent equitable participation in the workplace for disadvantaged individuals experiencing poverty, mental health issues or addictions, persons with disabilities, Black and Indigenous people, and other racialized peoples, and women.

Demonstrated ability to adapt information and research into effective employment programs, and information for target populations.

Ability to understand government programs and policies and develop and adapt programs accordingly.

Demonstrated effective verbal, written, interpersonal, communication, facilitation, and presentation skills.
