We are a non-profit foundation investing in habitat conservation projects across BC with an opening for a full-time Manager of Biology. We are seeking an individual who is energetic, self-directed, and has a positive approach to their career, their work and their colleagues.
The Manager of Biology leads our Biology Team. This position oversees all of HCTF’s granting programs, and supervises the team that administers and implements program operations. They ensure that programs meet HCTF’s strategic objectives to improve the conservation outcomes of BC’s fish and wildlife and their habitats. The position reports to the CEO and works out of our Victoria office, with the option for a hybrid work schedule.

Position Description
The Manager of Biology, Habitat Conservation Trust Foundation, reports to the Chief Executive Officer and provides scientific expertise that contributes to the Foundation’s vision as well as its mission to invest in projects that maintain and enhance the health and biological diversity of British Columbia’s fish, wildlife and their habitats.
Key Activities:
2. Manages contracts for external experts to assist with technical reviews, evaluations or other program needs
3. Contributes to implementation of organizational Strategic goals and develops new policies and procedures in relation to conservation grants
4. Manages the monitoring and evaluation of funded projects and programs to assure ongoing technical soundness and achievement of objectives
5. Functions as the Foundation’s biological sciences specialist including research and analysis on specific conservation topics as required
6. Builds and maintains positive relationships with a broad range of individuals internally and externally and with partners
7. Acts as the departmental lead for grant management and reporting, including oversight and approvals of annual grant reports, funding conditions, project change requests and extensions
Accountabilities
- Engages senior biologists to chair technical review committees and to arrange peer reviews of project proposals to ensure they are technically sound and that cost estimates are acceptable;
- Ensures the Foundation’s project tracking database continues to meet its evolving business needs;
- Leads efforts to solicit and coordinate conservation proposals including the provision of advice and guidance to new proponents;
- Chairs technical review and advisory committees as needed;
- Evaluates eligibility of proposals as they relate to the Foundation’s strategic objectives and investment effectiveness criteria;
- Supports technical review committees in summarizing discussion, developing recommendations and ranking of proposals to be presented to the Foundation’s Board for review and decision;
- Leads the preparation of information packages including proposals, evaluations and related materials for review and decision by the Board;
- Advises successful proponents of Board decisions and conditions;
- Ensures responses to unsuccessful proponents provide appropriate feedback and useful advice respecting the decision on their proposal; and
- Leads the Public Conservation Assistance Fund (PCAF) program and chairs the PCAF Advisory Committee.
Officer of the Society - Secretary to the Board
- Attends Board meetings and takes Minutes to document motions, action items and summarize Board discussions and decisions; and
- Coordinates Board field trips to review funded projects and other field sites during regional Board meetings.
Manages the monitoring and evaluation of funded projects and programs
- Evaluates responses to funding conditions and project change requests during the year to ensure they are technically sound and liaises with technical committees as required;
- Leads technical and financial evaluations and monitoring of projects in consultation with CFO, the Board, and project leaders; and
- Evaluates and signs-off on grant reports to ensure completed activities are consistent with approved project objectives
Functions as the Foundation’s biological sciences specialist
- Maintains professional currency;
- Provides policy, professional and technical advice to Foundation Board and staff, non-government agencies and the public;
- Advises on the development and maintenance of communications materials including websites, event displays, and other technical communications materials; and
- Develops communications materials as needed.
