**Major Responsibilities**:

- Facility management and supervision of building and property operations in the Children's Services Division
- Supervises and schedules activities of contracted and in house services ensuring efficiencies and alignment with program delivery (including electrical, plumbing, HVAC, custodial, grounds maintainance and pest control services)
- Oversees preventative maintenance program ensuring uninterrupted services delivery to directly operated child care centers, including district office location across the City.
- Develops and maintains open order contracts for the child care sites operated by Toronto Early Learning & Child Care Services (TELCCS ) including providing support to Centre Supervisors during renovations & repairs; confirming adherence to legislative requirements, including OHSA, OBC and Child Care Early Years Act (CCEYA)
- Develops and manages tenders/requisitions for renovations, maintenance work and equipment; ensuring space ratio and other legislation requirements are adhered to
- Confirms maintenance/renovation work complies with legislated requirements, City policies/procedures, building codes, expediting required permits and/or licensing documentation where applicable.
- Provides input into and administers assigned budgets (SOGR, Operating & Emergency), ensuring that expenditures are controlled and maintained within approved budgets. Develops, manages and monitors service contracts, within Asset Management, ensuring compliance with corporate standards.
- Directs/coordinates project work, and attends all required site meetings
- Liaises with City Departments, external organizations and contractors to ensure safe work environments, including liaison with City staff to resolve contractor/landlord conflicts Provides input, as requested for lease negotiations/renewals; addresses inquiries related to building services
- Manages the lease agreements and lease agreement renewal process within identified building portfolio and provides leadership on behalf of the section in the area of negotiations with the Corporate Real Estate Management Division
- Develops/implements specifications, guidelines and assists with the development of performance measures for Asset Management
- Develops and monitors preventative maintenance programs for building, facilities and playgrounds within an identified building portfolio and represents Children’s Services for all city-operated childcare projects
- Implements detailed plans and recommends policies/procedures regarding program specific requirements for child care that affect the identified building portfolio and any of its tenants
- Conducts site visits at all TELCC locations across the City.
- Conducts and attend mandatory visits in order to identify and inventory any outstanding work, deficiencies and repairs.
- Researches playground design and makes recommendations for new designs, including specification work. Assists with issue-specific research initiatives relating to building services
- Represents the Unit/Division on cross-Departments and Intergovernmental initiatives; e.g. Waste Management, Energy Conservation and Health & Safety
- Coordinates support during emergency situations by notifying all identified building-related personnel. Negotiates solutions to temporarily rectify the physical space with building landlords, maintenance staff and insurance agencies and their crews. Co-ordinates and supervises all after hour issues, i.e. security breaches, building failures, etc. Co-ordinates, supervises contractors or liaises with third parties to obtain long term solutions to avoid emergencies from repeating

**Key Qualifications**:

- Experience managing commercial properties in a portfolio with multiple stakeholders e.g. a number of different landlords with varying lease conditions.
- Experience taking a leadership role in working with project teams, external contract consultants and/or construction personnel, in multi-project environments.
