The Department of Public Works supports Nova Scotia’s 23,000 kilometers of roads and highways, 4,100 bridges, and 9 provincial ferries. Our Capital Programs division provides professional expertise in the management of the Department’s 5 Year Highway Improvement Plan in support of province-wide mobility, economic development and safety of the motoring public.

**About Our Opportunity**:
Under the supervision of the Director, Highway Engineering and Capital Programs, and working closely with the NSDS Project Manager, the Capital Program Administration Officer is responsible for the final stages of development, testing and implementation of the department's Project and Portfolio Management System-Highways (PPMS-H), in support of the multi-year highway capital construction program (HiCaMP).

**Primary Accountabilities**:
The Capital Program Administration Officer is also responsible for the administration and management of the department's Project and Portfolio Management System-Highways (PPMS-H), including related processes and information management. This person oversees the PPMS-H system, performs ad-hoc system queries, report generation, system and report testing and determines and documents additional information requirements or system changes. The incumbent will provide support and guidance as well as software and process training to department staff in various locations throughout the province. They will also be responsible for the overall management of the PPMS system, including user access, software upgrades and maintenance/service agreements.

The tasks performed by the Capital Program Administration Officer are essential to the Department and provide accurate and timely data for strategic decision-making by senior management and day-to-day project administration of the Highway Capital Program.

**Qualifications and Experience**:
Must have strong interpersonal and communication skills, be an analytical thinker, problem solver and have demonstrated initiative, leadership, client-focus and skills in planning and organizing, as well as experience in conducting training.

Experience in highway construction, project management and government tendering and procurement practices are considered assets. Working knowledge of the Department's Construction Standard Specifications, Public Highways Act, Environmental Protection Act, Motor Vehicle Act and the department's various policies and procedures; and broad expertise in transportation engineering principles, budgeting techniques, engineering, economics and statistics, cost sharing agreements, and electronic data processing using spreadsheets and databases are other assets to be considered.

**Equivalency**:
An equivalent combination of training, education and experience will be considered. Related equivalencies may include, but are not limited to:

- A related master’s degree and three (3) years of related experience
- A diploma in a related discipline and seven (7) years of related experience

**Salary Range**: $2,543.38 - $3,091.70 Bi-Weekly
