Technical Officer, Operations/human Factors

The Air Navigation Bureau (ANB) is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The ANB develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO.
The Bureau also develops related procedures and guidance material and manages the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach that monitors all States on a continuous basis. The ANB is also responsible for the development of guidance material supporting optimized airspace organization and management, thereby maximizing air traffic management performance of airspace and international traffic flows and supporting the growth of traffic without compromising safety.
**Responsibilities**:
Function 1 (incl. Expected results)
Drafts proposals related to the amendment and implementation of technical Annexes to the ICAO Convention and other ICAO regulatory documents in relation to human factors/human performance, achieving results such as:
- Analyse problems raised by States and international organizations that relate to human performance and human factors as they affect aviation system performance and recommend appropriate solutions.
- Propose amendments to Annexes, where necessary, to reflect human performance considerations when addressing operational needs, new trends and technological developments in such areas as aircraft operations, RPAS, air traffic services, maintenance, safety management systems, training and licensing.
- Keep abreast of significant human factors-related research findings that impact on regulatory and operational approaches in aviation.
- Analyse and prepare reports, briefs, correspondence, etc.
- Support ICAO panels and expert groups, including but not limited to the Personnel Licencing and Training Panel (PTLP) as necessary, to ensure relevant coordination in building global provisions and guidance material related to human factors/human performance.
- Draft replies providing specialized advice and assistance to States, air navigation services providers, international organizations, public and or stakeholders on matters related to human factors/human performance.
Function 2 (incl. Expected results)
Drafts proposals related to the amendment and implementation of technical Annexes to the ICAO Convention and other ICAO regulatory documents in relation to competency-based training and assessment (CBTA), achieving results such as:
- Analyse problems raised by States and international organizations that relate to CBTA as they affect aviation system performance and recommend appropriate solutions.
- Propose amendments to Annexes, where necessary, to update CBTA provisions when addressing operational needs, new trends and technological developments in such areas as aircraft operations, RPAS, air traffic services, maintenance, safety management systems, training and licensing.
- Propose amendments to other documents, such as manuals to support the implementation of CBTA based on the principles in the Annex 1 ICAO Doc 9995 - Manual of Evidence-based Training and ICAO Doc 9868 - PANS-TRAINING requirements.
- Analyse and prepare reports, briefs, correspondence, etc.
- Support ICAO panels and expert groups, including but not limited to the Personnel Licencing and Training Panel (PTLP) as necessary, to ensure relevant coordination in building global provisions and guidance material related to CBTA.
- Draft replies providing specialized advice and assistance to States, air navigation services providers, international organizations, public and or stakeholders on matters related to CBTA.
Function 3 (incl. Expected results)
Develops working papers for the ICAO Council, ANC and international meetings on matters related to human factors/human performance and CBTA, achieving results such as:
- Develop comprehensive working papers, State letters and other documentation required to present Annex amendment proposals to the ANC and ICAO Council to facilitate technical discussions.
- Draft working/information papers for Assembly, Council and other governing bodies, as required.
- Participate in the discussion of such papers and provide support information as needed.
- Conduct necessary follow-up on actions resulting from the discussion of technical papers during panel and working group meetings.
