**Job description**

The Municipality of Chatham-Kent has a diverse portfolio of facilities (corporate buildings, libraries, arenas, fire stations, public works yards, social housing, recreational facilities), that support the full range of municipal services provided to the community. This Project Manager, Facilities (Social Housing Development) is a temporary full-time position in the Parks, Fleet & Facilities Division. This is a temporary full-time opportunity for a period up to August 2026. They will work as an effective member of the Facilities team to support the corporations facilities initiatives but will focus on the delivery of critical affordable housing projects such as New Capital Builds, Capital-AMP (Asset Management Plan) projects, and homelessness initiatives such as a Cabin Project.

The Project Manager - Facilities is responsible for managing facilities construction projects within the Municipality by providing effective and efficient project management and overseeing all aspects of the projects from scoping/planning, design and construction processes for facilities and special capital projects, in coordination with internal customers (e.g. asset owners, tenants, Senior Management), and external stakeholders to ensure cohesive and successful projects.

- Develop clear and attainable project objectives, building project requirements, sourcing, acquiring solutions that meet the requirements, and executing the implementation of solutions in a timely and cost-effective manner.
- Manage the services of architects, engineers, and other consultants using standardized RFP and procurement processes in accordance with the corporate purchasing policy.
- Project manage all aspects of the building process from inception to completion, ensuring the project is constructed on budget, on time and within scope.
- Determine and define the scope of projects and deliverables by working with internal customers and stakeholders. Ensure the customer perspective guides decisions and activities and uses appropriate communication techniques to ensure customers are up to date, and to resolve customer issues.
- Review and manage the work of consultants and contractors to develop plans, drawings, specifications, schedules, and budgets.
- Prepare and utilize project management plans including the development of project charters, budgets, schedules, and project risk registers.
- Utilize established project management best practices and methods and assist with development and updating of project management guidelines, and facilities design criteria guidelines and standards.
- Assist with the strategic planning of facilities design and construction projects and capital budgets for improvements to achieve Net Zero Energy (including all phases of facilities development, sustainability, and full life cycle operation and costs).
- Respond to general inquiries from the public, elected officials, committee members and staff.
- Explore opportunities for public/private partnerships and innovative ways to sustain facility initiatives.
- Explore various opportunities for funding (capital, operating, health and wellness etc.) that will assist with project implementation and/or capital infrastructure investments.
- Research and champion, new technologies and industry standard processes.
- Create technical specification, functional specification and design specification documents as needed and required within the scope of assigned projects.
- Oversee operating budgets that will vary from project to project from a few thousand to several million dollars.
- Monitor project budget performance, including implementation costs, revenue, hardware, software, and outsourcing costs.
- Facilitate and prepare estimates and forecasts for projects to be included in the operation maintenance, lifecycle, and capital budgets.
- Prepare and stamp drawings and reports as needed.
- Manage and administer grants or funding opportunities.
- Organize the review, enhancement and updating of various infrastructure studies to keep life cycle needs and costs current related to the Facilities Department.
- Prepare the schedules for replacements, capital improvements, and expansions in relation to the Master Plans, infrastructures studies and Life Cycle budgets related to Municipal facilities.
- Demonstrate strategic thinking and sound judgement to prioritize and organize various project phases in line with customer and Municipal requirements, reflecting corporate priorities and risk management.
