To support us on our journey, Sinai Health System is looking for a Sourcing Specialist to support our Sourcing and Procurement Department at our Mount Sinai Hospital Campus.

**Responsibilities**:
The Sourcing Specialist is responsible for leading sourcing initiatives to assist clients in managing the overall cost impact to their business. The Specialist leads the development of stakeholder centric category/sourcing plans for indirect spend categories. The Specialist manages and leads the development of sourcing strategies, governs and leads the process for development and execution of RFx (RFP, RFQ, RFI, RFSQ), ACAN and other sourcing levers for indirect spend categories (e.g. supplies, services and capital equipment). The incumbent is responsible for ensuring compliance to Broader Public Sector Procurement Directive (BPSPD), Canadian Free Trade Agreement (CFTA) and internal sourcing and procurement policies for all sourcing activities.
- Accountabilities include:
- Lead the development of innovative, stakeholder-centric and value based category plans for indirect spend categories
- Review end user department requirements and provide strategic advice and recommendations for sourcing and procurement requirements through the development of innovative and forward thinking sourcing strategies
- Conduct market research and value analysis, as basis for sourcing and procurement strategy recommendations
- Leverage the procurement process to result in sourcing the best value for money for Sinai Health
- Lead multi-disciplinary RFP committees through the RFP process from start to finish, ensuring compliance to BPSPD, CFTA and internal hospital sourcing and procurement policies
- Responsible for ensuring all activities are documented within the framework of BPSPD and that all forms are completed and executed and that all documentation is maintained in accordance with record retention requirements
- Negotiate contract business terms, facilitate contract execution and manage contracts in conjunction with all stakeholders
- Analyze market opportunities and vendor qualifications
- Review, validate and process for approval all NCAF requests in compliance to BPSPD and CFTA
- Facilitate supplier performance reviews where required, work with stakeholders on vendor/contract issues and ensure contract compliance
- Interpret and understand sourcing and procurement policies, procedures, requirements and laws; responsible for protecting Hospital from legal risk and reputational risk as a result of a procurement process
- In collaboration with committee, plan the necessary RFx process checkpoints to establish the RFx process and structure, develop and oversee the project schedule
- In collaboration with hospital lead; identify appropriate team members, collaborate with and manage these stakeholders and project team members to develop competitive bid strategies in collaboration with hospital lead.
- Lead the development of negotiation strategy and execute that strategy by meeting with suppliers to negotiate pricing and contractual business terms
- Establish appropriate communication plans and manage the communication between project team and external suppliers, as well as other internal stakeholders
- Support the team and provide leadership and direction through procurement completion and contract implementation
- Ensure timely contract renewal notifications process are actioned providing sufficient time for necessary sourcing requirements
- Provide guidance to end users on contract renewal process, ensuring compliance to BPSPD and CFTA
- Ensure that agreements are developed and managed with due regard for operational requirements and are aligned with existing organizational service level frameworks and goals
- Monitor ongoing performance for continuous improvement in the contract management processes
- Research the supply market to identify and understand the potential supply base with supplier costs drivers, analysis and trends in the industries
- Remain current in relevant industry trends, market conditions, and informed about key market leaders
- Proactively seek opportunities for enhanced standardization of contracts for services, equipment and products
- Provide feedback and recommendations to Sourcing & Procurement Leadership Team
- Assist and lead Procurement transformation and process improvement projects as required
