**General Accountability**:

- Develops job plans, schedules, and monitoring systems for programs in the Track & Structures Section of the department, and may develop, implement, or review monitoring programs to ensure budget objectives and department schedules are met. Additionally, ensures related staff are kept updated on approved practices and procedures pertaining to their work. The role may identify staff who require on-the-job training and provide coaching to these individuals.**Key Job Functions**:

- Performing various quality assurance activities to determine and ensure the safety and effectiveness of workcar operations
- Attending and assessing workcar operations to ensure personnel understand, comply with, and are kept up-to-date with established rules, procedures, and operating guidelines for the safe and efficient operation of subway workcars
- Observing all workcar operating personnel and identifying those who require on-the-job and refresher training for the operation of a variety of specialized and complex workcars
- Monitoring, coaching and training employees regarding adherence to operating rules, regulations, practices and procedures, as required
- Training employees on proper procedures and related documentation for performing inspections and conducting peer mentoring and refresher training when needed
- Reviewing and advising whether inspections are being completed in accordance with established procedures
- Reviewing and developing workcar operating procedures and liaising with departmental staff, Rail Cars and Shops and the Training Departments to ensure new and/or revised procedures are incorporated into workcar documentation and training programs
- Responding to problems with in-service subway work-vehicles by investigating, diagnosing and troubleshooting defective systems on-site and recommending the safest and most efficient recovery procedure
- Monitoring and assessing the functionality and safety of the workcars for any party that may make use of a workcar on either the night or day shift, and advising supervisors of concerns,
- Identifying and analyzing workcar performance and reliability data, and developing recommendations for improvements to vehicle systems, components, etc. in order to optimize workcar performance and safety
- Attending meetings with various departments pertaining to matters of inspection, investigationsand operation of workcars
- Participating in the procurement process of new vehicles to ensure a smooth transition into operation

**Education and Experience**:

- Completion of a post-secondary college diploma or university degree in a related discipline or a combination of education, training and experience deemed to be equivalent.**Additional Requirements**:

- Strong applied knowledge of the operation of electric, diesel, hydraulic and battery-based subway workcars, including PLC controlled equipment and computer interfaces, and an understanding of their related maintenance and inspection activities
- Formal training and considerable experience in rail vehicle operations and maintenance
