**BACKGROUND**

Nightwind Treatment Centre currently operates three inpatient treatment facilities for youth. We are trauma-informed and integrate indigenous healing into our treatment program. The Canadian Accreditation Council accredits us. We are proud to be dual licensed as a Residential Facility under the Child, Youth and Family Enhancement Act and a Residential Addiction Treatment Service under the Mental Health Services Protection Act. We will be expanding our treatment services through Therapeutic Foster Caregiving.

Therapeutic Foster Caregiving is a therapeutic family-based, culturally safe, short-term out of home placement program intended to support children with complex trauma-impacted care needs. This intensive, accredited, wraparound service incorporates a Therapeutic Caregiver, as the primary change agent, working within a Therapeutic Team to provide individualized trauma-informed support primarily to children aged 13 to 17 years. This model may also support younger children with complex care needs. Therapeutic homes are licensed for up to 2 beds.

**DESCRIPTION**

**Attitudes**
- Maintain and promote the philosophy that “every child will do well if they can” for all staff
- Champion a trauma-informed approach by reinforcing for caregiving families and respite staff the importance of healthy relationships and effective conflict prevention and resolution.

**Environment**
- Support caregiving families and respite staff to establish and maintain a culture of learning, professional growth, trauma-informed practice, cultural relevance and overall focus on healing and treatment for persons-served.

**Administration**
- Adherence to the high standards of accreditation and licensing expected of a high-quality treatment facility and ensuring positive relationships with all licensing bodies and CAC
- Monitor activities to ensure adherence to contractual obligations in Therapeutic Foster Care
- Track and report service days for invoicing
- Support family completion of Treatment Plan and youth progress reporting
- Support family completion of monthly safety and risk management reporting
- Support family completion of Daily Progress Reports (DPRs)
- Ensure caregiving families provide care based on duties in the Youth Care section of the Position Description
- Provide support to other NWTC programs when not required for Therapeutic Foster Caregiving
- Provide administration to the Therapeutic Foster Care program in the following areas:

- Assist respite staff in ensuring that policies and procedures are followed
- Support respite staff training
- Review and assess all referral packages and liaise with the caregiving families and the Service Team regarding potential approvals for intake
- Ensure all youth are participating in their programming
- Coordinate youth intake and transition in and out of Caregiving homes
- Support caregiving families by helping them deliver high-quality services that are relational and trauma-informed
- Ensure all case conferences are completed successfully in a timely manner
- Ensure all youth Progress Reports are completed and shared with stakeholders

**Human Resources**
- Ensure Record Checks and training
- Use effective conflict prevention and resolution procedures
- Support the Service Team in recruiting and retaining highly qualified respite staff
- Support the Service Team to recruit and retain highly qualified caregiving families aligned with the trauma-informed philosophy of Therapeutic Foster Care
- Exercise effective human resources process with caregiving families, including feedback on their support
- Support grievances, respite staff discipline and investigations as necessary
- Ensure an effective system is in place for training and developing the skills of caregiving families and respite staff

**Finance**
- Follow NWTC Policies and Procedures and ED direction regarding expenses and reporting of expenses, including floats and managing receipts.
- Follow and monitor the annual budget approved by the Service Team
- Promote effective cost-saving measures to maintain high-quality care and remain fiscally responsible
- Support payroll, invoicing and expenses for youth, caseworkers and caregiving families

**Quality Improvement**
- Implement priority items in the Strategic Plan
- Ensure effective quality improvement activities are part of Therapeutic Foster Care

**Risk Management & Safety**
- Ensure caregiving families and respite staff are following Risk Management Plan to prevent and effectively respond to risks
- Provide crisis support to caregiving families as needed and serve as NWTC on-call based on regular rotation in consultation with the ED
- Compliance with all safety procedures
- Ensure critical incidents are competed, tracked and reported

**Communications**
- Promote positivity and hopefulness with persons-served, caregiving families, colleagues, stakeholders and members of the public
