**Project Management Office portfolio**:
Working in the CREM Project Management Office and reporting to the Project Director, the Program Manager plays an integral role in the delivery of construction programs. The Program manager:

- Creates, updates, manages and monitors: program level schedules, budgets, scopes of work, project controls, goals/objectives and risks.
- Submits weekly progress reporting for assigned programs.
- Coordinates with relevant stakeholders and pulls information needed for program management and project delivery.
- Facilitates coordination between client groups, project delivery teams and stakeholders. Drives consensus and resolution between groups.
- Communicates client and stakeholder requirements to the project delivery team.
- Detailed focus and attention on program strategy and successful implementation. Especially driving schedule and budget.
- Coordinates activities between multiple projects without directly managing them, giving detailed attention to program strategy, project delegation, and program implementation.
- Creates, updates and presents key program updates to stakeholders

On behalf of the Project Management Office, the Program Manager prepares briefs, develops policies and procedures, staff reports; conducts research; investigates and responds to Freedom of Information requests, Auditor General actions, Fraud and Waste Hotline inquiries; responds to complaints escalated to the Project Management Office, including customer service; makes recommendations on service delivery improvements and standardization which may include alternate service delivery models, performance optimization, business process reviews; ensuring the CREM Senior Management Team is kept informed of all issues.

Acting as a liaison with members of Council, other City Divisions, Agencies, and Corporations, client Divisions and other key stakeholders, the Program Manager negotiates, problem solves and strategizes to ensure CREM's best interests are represented; guides and provides professional judgement on complex, contentious and emerging issues, including initiatives related to divisional and service group strategies and issues on behalf of the CREM team.

**Key Qualifications**:

- University education in Corporate Real Estate or Facilities, Planning, Engineering, Architecture, Construction or Project Management or a suitable equivalent combination of education and experience.
- Considerable senior level experience in issues management, conflict resolution, problem-solving and customer service, researching and investigating priority and confidential matters.
- Considerable experience in project and/or program management within large complex organizations, inclusive of multiple stakeholders with varying needs based on their operational requirements.
- Experience with capital and/or operating budgets, financial controls and procedures affecting Corporate Real Estate Management.
- Experience in the procurement of construction and professional services; contract preparation; execution and administration; and project cost control.
- Experience in preparing comprehensive reports, briefing notes and professional presentation material.
- Experience in initiating, leading and implementing proactive continuous improvement initiatives, staying abreast of industry best practices and approaches.
- Proven political acumen, judgement and insight including the ability to negotiate and achieve consensus among parties having different objectives.
- Knowledge and ability to develop a performance management framework, including establishing, monitoring and reporting on key performance measures and indicators.
