In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the COO, the Project Manager works with the Director, the Provincial Executive Director and members of the BCMHSUS team to implement and support strategic and complex provincial mental health and substance use initiatives in alignment with Ministry of Health (MoH) change agenda for mental health and substance use and PHSA directions, goals and objectives. These strategic initiatives involve large-scale complex reviews of practices, procedures and systems leading to the enhanced integration and alignment of services, improved service delivery, improved client/patient outcomes, development of new programs, and the delivery of safe, evidence-based and cost-effective mental health and substance use care. Coordinates and leads aspects of implementation of the Mental Health and Substance Use Planning Strategic Clinical Network and ensures that the deliverables are completed on time and on budget, as identified in the project/strategic plans. Works with provincial stakeholders and their delegates to create implementation plans that meet the needs of the MoH, PHSA, BCMHSUS and Regional Health Authorities and works with members of the Network to assist with technical support, and execution, of strategic implementation. In addition, facilitates strategic implementation meetings, coordinates and updates leaders with current status of implementation plans, and creates and updates implementation timelines. As requested by the Director or the Provincial Executive Director, provides project management or builds/provides capacity for high priority provincial mental health and substance use initiatives

**What you do**
- Participates in the implementation of the emerging Mental Health and Substance Use Planning Strategic Clinical Network. Collaborates with members of the Network by sharing information and proposing recommendations and monitoring timelines that enable the attainment of established goals and objectives, consistent with Ministry of Health and PHSA strategic directions.
- Establishes detailed project charters, plans and objectives to outline timelines and project deliverables. Executes project plan according to project methodologies, ensures successful and coordinated completion of project components, facilitates consensus with stakeholders as needed and ensures readiness for project implementation.
- Tracks project progress according to the project plan and identified metrics. Monitors all activities and provides the Director and Network members with regular comprehensive status reports, identifying potential delays, contingencies, barriers and associated solutions. Makes recommendations to the Director and stakeholders regarding project scope and related changes required to facilitate a successful outcome. Implements or contributes to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the project lifecycle.
- Develops and monitors project budgets within the context of operational demands and environmental and resource constraints and uses best practice methods to thoroughly monitor and adhere to allocated budgets. Responsibilities include reporting variance, planning and adjusting operations and/or staffing to meet projections and annual targets, approving expenditures and preparing summaries and are accountable for its own operating budget.
- Provides supervisory guidance and direction to staff. Maintains full accountability for all personnel including hiring, termination, and handling discipline problems.

**What you bring**
- A level of education, training, and experience equivalent to a Master’s Degree in Health Services Administration, Business Administration or relevant health care discipline with a minimum of seven (7) year’s recent, related experience in project management and facilitating and managing consultation processes with a wide range of stakeholder groups. Project Management Professional designation considered an asset.
- Experience or working knowledge of quality improvement methodology, change management and chronic disease management is key to the success of this role.
- Excellent communication skills to function within a complex interdisciplinary environment including ability to communicate with the physician community.
