Reporting to the Director of Finance and Business Operations, the Manager of Property and Assets will oversee the effective and safe maintenance of all vehicles, properties and assets owned and leased for use by Community Living Wallaceburg. This will include, but not be limited to the acquisition of homes, vehicles and major equipment and includes capital design, safety and life cycle programs. The Manager will provide principled, ethical leadership and will represent the Agency in a positive manner in keeping with it’s mission, vision, and values.
**RESPONSIBILITIES**
Property and Equipment:
- In co-operation with the Senior Leadership Group, supervisors and staff, maintain the safe and efficient operation and maintenance of all properties and assets by developing and overseeing a comprehensive system of regular inspections, cost effective repairs and replacements as required to ensure the safety and welfare of people in service and employees.
- Development and maintenance of a current list of assets and equipment in the homes and office buildings.
- Develop and oversee the maintenance of all CLW vehicles by ensuring a comprehensive system of regular inspections is in place and that repairs and replacements are completed as required.
- Co-ordinate all repairs and maintenance with staff, clients and contractors for all buildings. Maintain an up to date list of priority repairs, upgrades and preventative maintenance strategies and costs that may be required for repairs to all homes, office buildings, agency vehicles and other assets as required.
- Maintain current floor plans for all agency properties assist with the development and refinement of exit plans.
- Monitor utility usage and MPAC assessments for all locations.
- Maintain knowledge of and ensure all properties and systems adhere to all provincial and municipal bylaws, regulations and requirements including, but not limited to the Ontario Building Code, Fire Code regulations, relevant municipal bylaws and Ministry compliance.
- Perform basic repairs within scope of expertise.
Policy and Procedure:
- Awareness of and adherence to all Community Living Wallaceburg policies and procedures.
- Develops, maintains, and implements procedures and policies with respect to property acquisition, structures, and maintenance.
- Assist staff and clients to understand the protocols and procedures in place that better enable all property and assets of CLW to be maintained at the highest level possible.
- Co-ordinate training with staff and supervisors for the use of CLW vehicles including lifts and/or other equipment.
- Assist Directors with the development and maintenance of a comprehensive disaster plan that includes site specific and community wide evacuation protocols.
Administrative and Financial Management:
- Coordinate and oversee all major purchasing and contracts related to buildings and vehicles.
- Maintain an up to date list of priority repairs, upgrades and preventative maintenance strategies and costs that may be required for repairs to all homes, office buildings, agency vehicles and other assets as required.
- Prepare and retain detailed plans and documentation for all projects; assist with the development of budget requests for approval.
- Assist Directors to ensure safe storage practices for all Agency paperwork according to the retention policy and required inventories of various supplies and equipment.
- Remain accountable and in compliance with all accounting policies, procedures and internal control measures.
- Participate in a yearly review of tenancy agreements.
Leadership and Human Resources:
- Actively contribute towards a positive, harmonious, and safe working environment.
- Actively collaborate with members of the Senior Leadership Group, Supervisory staff, and other Agency employees on the identification and prioritization of Agency maintenance needs.
- Develop, regularly assess and maintain a listing of preferred tradespersons, vendors and suppliers. Contribute to the development of and adhere to an Agency tender process.
- Communicate pertinent maintenance and/or safety related information to Agency employees.
Other:
- Respond to and manage emergencies related to property and assets on a 24-hour basis, exercising sound judgment in keeping with health and safety procedures, client comfort, and all related codes.
- Perform other duties as may be required.
**QUALIFICATIONS**
**Experience**:
- Minimum of three (3) years supervisory experience in a related field or industry.
- Competently troubleshoot in, and/or demonstrated ability to perform carpentry, minor plumbing and electrical repairs.
**Education**:
- Must possess two years post secondary education in property management, construction or related engineering or technological fields or equivalent experience.
Knowledge/Skills:
